Attachment 4 Labor Categories
Labor categories are listed as Project Director, Research Assistant, Laboratory Technician, Administrative, and Other are described as follows:
· Project Director Requirements: a Ph.D. in a related science field (engineering, physics, chemistry, etc.) and 5+ years of experience in laboratory work as a primary investigator in research projects.
Responsibilities: shall oversee the overall direction of the project, ensure that the work being performed is aligned with the aims described in the SOW (including method development), provide general technical expertise, and edit and approve interim and final reports delivered to FDA.
· Senior Scientist Requirements: a Ph.D. in a related science field (engineering, physics, chemistry, etc.) and 4+ years of experience in laboratory work as a junior or senior scientist in research projects.
Responsibilities: shall develop methods, perform actual lab work, including troubleshooting and analyzing data, and develop any written reports; the senior scientist shall defer to the project director for big picture decisions.
· Junior Scientist Requirements: a Ph.D. in a related science field or current Ph.D. candidate (engineering, physics, chemistry, etc.) and 2+ years of experience in laboratory work as a research assistant or junior scientist.
Responsibilities: shall aid the senior scientist in all of their duties; any work the junior scientist performs independently should be reviewed by the senior scientist and/or project director.
· Research assistant Requirements: a Ph.D. in a related science field (engineering, physics, chemistry, etc.) and 3+ years of demonstrated experience in chemical and physical characterization of aerosols and testing and analysis of ENDS and/or newly deemed tobacco products.
Responsibilities: The research assistant shall develop methods, perform the testing and characterization of the ENDS and other products, analyze the results of the work, and develop the final report.
· Laboratory Technician Requirements: a bachelor’s degree in a related science field (engineering, physics, chemistry, etc.) and 2+ years of demonstrated experience in chemical and physical characterization of aerosols and/or testing and analysis of ENDS and newly deemed tobacco products
Responsibilities: shall aid the research assistant in all their duties.
· Administrative Staff Requirements: a bachelor’s degree and 1+ years of experience dealing with budget handling, project management, scheduling, and other administrative duties.
Responsibilities: shall assist with budget issues, work with the laboratory technician, research assistant, and project director to assure deadlines are met and the final report is submitted in a timely fashion, and perform other project management duties.
· Other:
Offerors should describe the title and duties for this “other” category and in detail describe why this position is necessary for the timely completion of this task order. Offerors should provide educational and practical background of the personnel chosen to fill this position.
