Labor Category Descriptions

Attachment 1

Statistician

Statistician with experience developing, evaluating, and utilizing at least one of the following: system dynamics models, agent-based models, bioinformatics methods for text analytics and topic modeling or the statistical analysis of administrative records. The statistician will be responsible for addressing the statistical issues that emerge in the review, evaluation, and development of the various models and algorithms identified by CTP. Further the statistician will be responsible for overseeing the statistical content in the literature reviews and the technical notes that address the experimental evaluation, methods recommendations, and model development. The statistician is recognized as a key contributor. The statistician works with minimal supervision and technical guidance. The statistician participates in project briefings and meetings that include statistical topics with the FDA staff. The statisticians should have at least a Master’s degree in Statistics and extensive experience working with at least one of the following: system dynamics models, agent-based models, bioinformatics methods for text analytics and topic modeling or the statistical analysis of administrative records.

Mathematician

Mathematician with experience developing, evaluating, and utilizing at least one of the following: system dynamics models, agent-based models, or bioinformatics methods for text analytics and topic modeling. The mathematician will be responsible for addressing the mathematical issues that emerge in the review, evaluation, and development of the various models and algorithms identified by CTP. Further the mathematician will be responsible for overseeing the mathematical content in the literature reviews and the technical notes that address the experimental evaluation, methods recommendations, and model development. The mathematician is recognized as a key contributor. The mathematician works with minimal supervision and technical guidance. The mathematician participates in project briefings and meetings that include mathematical topics with the FDA staff. The mathematicians should have at least a Master’s degree in Mathematics and extensive experience working with at least one of the following: system dynamics models, agent-based models, or bioinformatics methods for text analytics and topic modeling

Computer Scientist

Computer scientist with experience evaluating and utilizing, under a wide variety of conditions, at least one of the following: system dynamics models, agent-based models, bioinformatics methods for text analytics and topic modeling, or the storage, retrieval and preparation of data for statistical analysis. The computer scientist will be responsible for addressing the programming and complex computational issues that emerge in the review, evaluation, and development of the various models and algorithms identified by CTP. Additionally, the computer scientist will be responsible for overseeing the computer programing that will take place as part of the experimental evaluation and the methods development. The computer scientist is recognized as a key contributor. The computer scientist works with minimal supervision and technical guidance. The computer scientist participates in project briefings and meetings that include complex computational and programming topics with the FDA staff. The computer scientist should have at least a Master’s degree in computer science and extensive experience working with at least one of the following: system dynamics models, agent-based models, or bioinformatics methods for text analytics and topic modeling, or the storage, retrieval, and preparation of data for statistical analysis.

Informatics Scientist

Informatics scientist with experience developing, evaluating, and utilizing bioinformatics methods for text analytics and topic modeling with a diverse type of corpora characteristics. The informatics scientist will be responsible for addressing the informatics issues that emerge in the review, evaluation, and development of bioinformatics methods for text analytics and topic modeling identified by CTP, such as identifying existing informatics methods, dictionary/thesaurus acquisition, natural language processing, image processing, chemical structure analysis, sentiment analysis, classification and clustering methods, topic estimation, and evaluation approaches . Further the informatics scientist will be responsible for overseeing the informatics content in the literature reviews and the technical notes that address the experimental evaluation, methods recommendations, and model development for the text analytics and topic modeling methods. The informatics scientist is recognized as a key contributor. The informatics scientist works with minimal supervision and technical guidance. The informatics scientist participates in project briefings and meetings that include statistical topics with the FDA staff. The informatics scientist should have at least a Master’s degree in Informatics and extensive experience working bioinformatics methods for text analytics and topic modeling.

Project Manager Organizes, directs, and manages support services for all activities covered by this contract. Ensures adherence to master plans and schedules, develops solutions to program problems, and directs work of incumbents assigned to program from various departments. Ensures projects are completed on time and within budget. Requires extensive experience managing statistical and mathematical modeling and simulation research projects.
