The United States (US) Food and Drug Administration (FDA) intends to award a sole source, Firm Fixed
Price Purchase Order to CCH Incorporated, 2700 Lake Cook Road, Riverwoods, Illinois 60015, on a sole source base, under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or

The FDA / Office of the Commissioner (OC) / Office of the Chief Counsel (OCC) requires the renewal of an existing subscription to the Wolters Kluwer VitalLaw Platform. This will be a one-year Base with four-year Options period of performance for the subscriptions of Administrative Law Treatise, Food, Drug &
Cosmetic Law Library, Generic & Innovator Drugs, and Medical Devices Library.
The OCC subscribes to a variety of database platforms to support their legal research needs. VitalLaw occupies a unique niche in the legal research ecosystem. The platform contains proprietary treatises and explanatory content that is not available elsewhere as well as case reporters and a unique collection of government documents. This high-quality comprehensive collection is not available from other vendors.
The Food, Drug, and Cosmetic Law Reporter (1959 - present), the only reporter available specific to food and drug law, contains the most comprehensive collection of case law, including unpublished cases and comprehensive date coverage, available anywhere. The Medical Devices Reporter, included in the Medical
Devices library, is similarly significant for devices content.
OCC’s current VitalLaw subscription also contains the Administrative Law Treatise and Generic &
Innovator Drugs, both proprietary treatises that are only available via the VitalLaw platform subscriptions.
These treatises provide significant value to OCC attorneys by providing up to date explanations of the law with relevant citations.
Both the Food, Drug, and Cosmetic Library and the Medical Devices Library provide access to additional treatise-like content related to these areas of the law, including Drugs & Biologics, Cosmetics, FDA
Administration & Enforcement, Food, and Medical Devices.
In addition, VitalLaw contains an attractive and easy to use collection of government documents, including
FDA Warning Letters, Compliance Policy Guides, statutes and regulations. It also provides newsletters that provide notifications of recent updates to a variety of platform content.
OCC’s current VitalLaw subscription includes unlimited IDs intended for use by FDA attorneys and staff.
Attorneys are able to access the service 24-7 and receive regular customer support and on-demand training.
Based on these unique qualifications, CCH Incorporated is the only source available to provide mission critical legal research content subscription service to the FDA/OC/OCC that is not available from any other vendor. The service required is available from only one responsible source and no other type of service will satisfy the agency’s requirement.
