About this file
This document is a Limited Source Justification (LSJ) for a federal contract opportunity to provide operations and maintenance (O&M) support services for the Food and Drug Administration's (FDA) Unified Financial Management System (UFMS) and User Fee System (UFS).
The FDA seeks to obtain functional and technical services to maintain and support the operability of UFMS, UFS, and related financial systems. The required services include software support, operational and help desk support, minor enhancements, security, issue resolution, and administration. The total estimated value of the services is $18.8 million over a 30-month period, including a 12-month base period, a 12-month optional period, and up to a 6-month extension. The FDA is procuring these services on a sole-source basis from the incumbent contractor, Equinoxys Inc., under the authority of FAR 8.405-6(a)(1)(i)(C) as a logical follow-on to the previous competitively awarded UFMS and UFS support contract. Equinoxys' unique qualifications and institutional knowledge make them the only capable source to provide the required services within the FDA's timeline.

General Services Administration Federal Supply Schedule Limited Source Justification
1. Identification of the agency and contracting activity:
a. Federal agency and contracting activity.

2. Nature and/or description of the action being approved.
a. Acquisition purpose and objectives.
The FDA seeks to obtain functional and technical services for Information Technology (IT) operations and maintenance (O&M) support to maintain the OPDIV’s business needs and processes, as well as support the day-to-day operations one of FDA’s key Financial Management systems, Unified Financial Management System (UFMS). Doing so will support the operability of outbound and inbound interfacing financial transactions for other source systems including; the User Fee System (UFS), One Stop Shop (OSS), and Business Intelligence Reporting Solution (FBIS). This is needed in order to efficiently maintain continuity for the business financial infrastructure requirements while necessary tasks are completed to competitively solicit and award a comprehensive procurement vehicle which will support FDA’s suite of financial systems, including the next iteration of the Integrated Budget and Acquisition Planning System (IBAPS).
Development, modernization and enhancements (DME) and O&M services supporting UFMS, UFS, OSS and FBIS have been procured by issuing orders against FDA’s blanket purchase agreement (BPA) HHSF223201810047B. The BPA was competitively solicited in 2018 using GSA’s Federal Supply Schedule (FSS) Special Item Number (SIN) 132-51; Information Technology (IT) Professional Services. The final twelve (12) month ordering period of the BPA was exercised pursuant to FAR clause 52.217-9; Option to Extend the Term of the Contract. It concluded on September 20, 2023. The BPA’s estimated ordering ceiling at award was defined as $49M. The total obligated value of all orders is $47.6M.
BPA order HHSF22318001 provides UFMS O&M support services. The order’ s duration of performance is four-and one-half years, September 24, 2019– March 23, 2024. The order’s obligated value is $23M. As discussed earlier, the BPA is no longer available for ordering. The FDA is pursuing award of a comprehensive procurement vehicle supporting FDA’s suite of financial systems. The schedule required to complete pre- solicitation activities, competitively solicit, make award of new contract vehicle and transition to new service provider is estimated between twenty-four (24) to thirty (30) months.
To support OFBAP’s requirement for functional and technical UFMS O&M support, it is most efficient to procure services by awarding a single task order to the incumbent contractor on non-competitive basis to maintain operational continuity of service provision. This will be achieved by leveraging the authority of authority of Federal Acquisition Regulation (FAR) subpart 8.405- 6(a)(1)(i)(C).
b. Project background.
UFMS is the HHS department wide financial system of record. The HHS Division of Systems – Operations and Maintenance (DSOM) organization is responsible for managing the global UFMS. FSSS ensures that the functionalities within UFMS meet FDA’s business needs and processes, any changes proposed by other OpDivs or HHS are communicated to FDA UFMS end users and that a proposed change does not break our internal financial business processes. FSSS ensures reliability of financial information by providing accurate and timely solutions to stakeholders.
As one of four OpDivs who share the HHS UFMS, FDA and its OFM FSSS component must communicate and coordinate daily with the HHS Division of Systems, Operations and Maintenance DSOM Project Management Office (PMO) for the effective operation and development of FDA financial systems. FSSS provides day-to-day management coordination of the UFMS which includes the Accounts Payable, Accounts Receivable, Budget Execution, General Ledger Purchase Order/iProcurement modules, Projects, User Provisioning (UPA), Governance, Risk and Compliance (GRC), PMIS, and Purchase Request Information System (PRISM) applications. FSSS also provides system analysis, design, development of extensions, migration instructions, testing, and systems oversight for FDA data held within the Global
UFMS.
