Question and Answer FDA -20-RFQ-1229307 Nutrition Data for Top 100 Restaurant Chains
1. Can/Should our proposal include recommendations for data analysis to the initial collection and organization of data?
How are they defining data analysis?
These tasks do not currently include data analysis, but we should understand how they are defining it.
2. Will the government expect to retain exclusive rights to the data? Please describe any intellectual property rights and/or limitations.
Yes we want to retain rights to data.
I believe there is standard language that gets added to contracts
3. The RFQ has a 12 month period of performance and the work appears to be three months of data collection from October through December 2021. Does the government anticipate a kickoff meeting prior to Oct 1, Calendar Year 2021?
I imagine this will depend on when the contract is effective. We can do the kick off meeting as soon as the contract is effective.
4. If a restaurant does not publish a specific nutrition component, for example, the amount of iron in an item – is it acceptable to place an N/A in that field or is the expectation that every field is complete. If the later, does the government understand that this will significantly increase the labor involved to interface with the restaurants to obtain the information?
N/A is acceptable as long as all available formats on line have not included the information. Should ‘information available upon request’ be accessible, this information should also be collected.
5. Did the government develop a basis of estimation for the level of effort required and if so, can that be shared?
No.
6. For the pricing table (2.2) is it acceptable for the contractor to propose a milestone-based invoicing schedule (instead of a single final payment) to support small-business cash-flow during the project.
Would prefer to pay month to month.
7. Is there an incumbent currently working on this requirement? If so, can we have the vendor name and contract details?
No.
