STATEMENT OF WORK
CURED IN PLACE PIPE (CIPP)
(Task 1)
A. GENERAL
It is the intent of this specification to provide for the reconstruction of pipelines and conduits by the installation of a resin-impregnated flexible tube that is inverted or pulled into the original conduit by the use of a hydrostatic head. The resin is cured by circulating hot water within the tube. The Cured In Place Pipe (CIPP) shall be continuous and tight fitting. The Contractor shall warrant and save harmless the Jefferson Laboratories campus against any and all claims of losses and/or for patent infringements incurred thereof.
B. REFERENCED DOCUMENTS
This Specification references American Society for Testing and Materials (ASTM) F1216 (Rehabilitation of pipelines by inversion and curing a resin impregnated tube), ASTM 1743 (Rehabilitation of pipelines by pulled-in-place installation of a cured-in-place thermosetting resin pipe), ASTM D790 (Test Methods for flexural properties of non-reinforced plastics) and test report “Long-term Structural Behavior or Pipeline Rehabilitation Systems” by the Trenchless Technology Center (TTC) at Louisiana Tech University, all of which are made a part hereof by such reference and shall be the latest edition and revision thereof. In case of conflicting requirements between this specification and those standards, this specification will govern.
C. PRODUCT QUALIFICATION REQUIREMENTS
The provided product shall have a 50-year design life, and in order to minimize the Government’s risk, only proven products with substantial successful long-term track records will be approved. All trenchless rehabilitation product suppliers and installers/bidders must submit proof that they meet the product and installer requirements of this section with their bid.
In order for products and Installers/Bidders to be deemed Commercially Acceptable and approved for this project they must meet all of the following criteria.
1. For a Product to be considered Commercially Proven, a minimum of 1,000,000 linear feet or 4,000 manhole to manhole line sections of successful wastewater collection system installations in the U.S. must be documented to the satisfaction of the Government to assure commercial viability.
2 | P a g e FDA_20-223-1224034 – Attachment #1
2. Sewer rehabilitation products submitted for approval must provide Third Party Test Results supporting the long-term performance and structural strength of the product and such data shall be satisfactory to the Government. Test samples shall be prepared so as to simulate installation methods and trauma of the product. No product will be approved without independent third-party testing verification.
3. The Installer/Bidder shall submit to the Government all design calculations and proposed material thickness and compositions. The Installer/Bidder shall assume all pipes are partially collapsed.
D. INSTALLER/BIDDER PREQUALIFICATION REQUIREMENTS
In order for Installers/Bidders to be approved they shall have had at least five (5) years active experience in the commercial installation of the exact product bid. The Installer/Bidder shall have experience in installing a minimum of 500,000 linear feet of CIPP of their product in pipe sizes 6” and larger.
E. MATERIALS
Tube: The tube shall consist of one or more layers of absorbent non-woven felt fabric and meet the requirements of ASTM F1216 or ASTM F1743, Section 5. The tube shall be constructed to withstand inversion pressures, have sufficient strength to bridge missing pipe, stretch to fit irregular pipe sections, and shall invert smoothly around bends.
1. The wetout tubes shall have a uniform thickness that when compressed at installation pressures will meet or exceed the Design thickness.
2. The tube shall be sewn to a size that when installed will tightly fit the internal circumference and length of the original pipe. Allowance should be made for circumferential stretching during inversion. Overlapped layers of felt that cause lumps in the final product shall not be utilized.
3. The outside layer of the tube (before wetout) shall be impermeable polyethylene coated translucent flexible membrane that clearly allows inspection of the resin impregnation (wetout) procedure. The plastic coating shall separate the resin, inside the tube from the inversion water without leakage, accommodate inversion, stretch to size and shall not delaminate before, during or after curing of the CIPP.
4. The tube shall be homogenous across the entire wall thickness containing no intermediate or encapsulated elastomeric layers. No material shall be included in the tube that may cause delamination in the cured CIPP. No dry or unsaturated layers shall be evident.
3 | P a g e FDA_20-223-1224034 – Attachment #1
5. The wall color of the interior pipe surface of CIPP after installation shall be a light reflective color so that clear detailed examination with closed circuit television inspection equipment may be made.
6. Seams in the tube shall be stronger than the unseamed felt.
7. The outside of the tube shall be marked for distance at regular intervals along its entire length, not to exceed 5 feet. Such markings shall include the Manufacturer’s name or identifying symbol. The tubes must be manufactured in the USA.
8. Contractor shall provide a minimum ten (10) year warranty against any type of failure due to a defect in materials or installation
Resin: The resin system shall be a corrosion resistant polyester, vinyl ester, or epoxy and catalyst system that when properly cured within the tube composite meets the requirements of ASTM F1216 and ASTM F1743, and the physical properties herein, which are utilized in the Design of the CIPP for this project. The resin shall produce CIPP which comply with the structural and chemical resistance requirements of this Specification.
F. STRUCTURAL R EQUIREMENTS
The CIPP shall be designed as per ASTM F1216. The CIPP design shall assume no bonding to the original pipe wall. The Long-Term Flexural Modulus to be used in Design shall be verified by independent testing (such as the Trenchless Technology Center at Louisiana Tech University).
The Contractor must have performed long-term testing for flexural creep of the CIPP pipe material installed by his Company. Such testing results are to be used to determine the long-term, time dependent flexural modulus to be utilized in the product design. This is a performance test of the materials (Tube and Resin) and general workmanship of the installation and curing. A percentage of the instantaneous flexural modulus value (as measured by ASTM D-790 testing) will be used in the design calculation for external buckling. The percentage, or the long-term creep retention value utilized, will be verified by this testing. Values in excess of 50% will not be applied unless substantiated by qualified third-party test data. The materials utilized for the contracted project shall be of a quantity equal to or better than the materials used in the long-term test with respect to the initial flexural modulus used in the Design.
The Enhancement Factor ‘K’ to be used in the ‘Partially Deteriorated’ Design conditions shall be assigned a value of 7. Application of Enhancement (K) Factors in excess of 7 shall be substantiated through independent test data.
4 | P a g e FDA_20-223-1224034 – Attachment #1
The layers of the cured CIPP shall be uniformly bonded. It shall not be possible to separate any two layers with a probe or point of a knife blade so that the layers separate cleanly or the probe or knife blade moves freely between the layers. If separation of the layers occurs during testing of the field samples, new samples will be cut from the work. Any reoccurrence may cause rejection of the work. Delamination Tests may be required by Government if field samples indicate separation.
The cured pipe material (CIPP) shall conform to the structural properties, as listed below.

The extent of the cleanness of the sewer line shall meet approval of the Government before installation of the CIPP.
Bypassing Sewage – The Contractor shall provide for the flow of sewage around the section or sections of pipe designated for repair. The bypass shall be made by plugging the line at an existing upstream manhole and pumping the flow into a downstream manhole or adjacent system. The pump and bypass lines shall be of adequate capacity and size to handle the flow. No release of untreated sewage shall be allowed. Any such unauthorized release shall be the entire responsibility of the Contractor. The Contractor shall submit a detailed bypass-pumping plan to the Government before work has begun.
Inspection of Pipelines – Inspection of pipelines shall be performed by experienced personnel trained in locating breaks, obstacles and service connections by close circuit television. After initial cleaning and prior to installation of CIPP into pipelines, the interior of the pipeline shall be carefully video inspected to determine the location of any conditions which may prevent proper installations of the CIPP into the pipelines, and it shall be noted so that these conditions can be corrected. All service (branch) connections shall be identified as being active or inactive and so noted on the pre-installation video(s). The use of dye and running water will be necessary to identify active service lines. Each and every structure in the area of the work shall be confirmed as to whether its service line drains into the pipeline to be rehabilitated or drains elsewhere. Special attention is needed for structures which may have more than one service connection due to add-ons or additions constructed with separate service laterals. A post-installation/post-service line reconnection video inspection shall also be performed. A copy of all pre-installation and post-installation video(s) and log(s) shall be provided to the Government. All video shall be provided to Government in DVD
7 | P a g e FDA_20-223-1224034 – Attachment #1 format. Each DVD shall be clearly labeled as to the Government’s name, project name, date of video, location of video, line size, and Contractor’s name. Written logs shall accompany each video.
Line Obstructions – It shall be the responsibility of the Contractor to clear the line of obstructions such as solids and roots that will prevent the insertion of the CIPP. If preinstallation inspection reveals an obstruction such as a protruding service connection, dropped joint, or a collapse that will prevent the inversion process, and it cannot be removed by conventional sewer cleaning equipment, then the Government shall make a point repair excavation to uncover and remove or repair the obstruction or issue a change order for needed repairs. Such excavation shall be approved in writing by the Government Contracting Officer prior to the commencement of the work and shall be considered as a separate pay item.
Public Notification – The Contractor shall make every effort to maintain service usage throughout the duration of the project. In the event that a sewer service will be out of service, the Contractor shall provide for bypass pumping of that service so that the customer may maintain use of their sewer service. A public notification program shall be implemented 24 hours prior to service discontinuance, and shall as a minimum, require the Contractor to be responsible for contacting each facility connected to the sanitary sewer and informing them of the work to be conducted, and when the sewer service will be off-line.
The Contractor shall be responsible for confirming the locations of all service (branch) connections prior to inversion and curing the CIPP. All service (branch) connections shall be identified as being active or inactive.
I. INSTALLATION

2. Resin Impregnation – The quantity of resin used for tube impregnation shall be sufficient to fill the volume of air voids in the tube with additional allowances for polymerization shrinkage and the loss of resin through the cracks and irregularities in the original pipe wall. A vacuum impregnation process shall be used. To insure thorough resin saturation throughout the length of the felt tube, the point of vacuum shall be no further than 25 feet from the point of initial resin introduction. After vacuum in the tube is established, a vacuum point shall be no further than 75 feet from the leading edge of the resin. The leading edge of the
8 | P a g e FDA_20-223-1224034 – Attachment #1 resin slug shall be as near to perpendicular as possible. A roller system shall be used to uniformly distribute the resin throughout the tube. If the Installer uses an alternate method of resin impregnation, the method must produce the same results. Any alternate resin impregnation method must be proven.
3. Tube Insertion – The wet out tube shall be positioned in the pipeline using either inversion or a pull-in method. If pulled into place, a power winch should be utilized and care should be exercised not to damage the tube as a result of pullin friction. The tube should be pulled-in or inverted through an existing manhole or approved access point and fully extended to the next designated manhole or termination point.
4. Temperature gauges shall be placed to determine the temperature of the incoming and outgoing water from the heat source. Another such gauge shall be placed inside the tube at the remote end to determine the temperature at that location during the cure cycle.
5. Curing shall be accomplished by utilizing hot water under hydrostatic pressure heated and held at the calculated minimum temperature and time. After curing, the hot water and CIPP shall be gradually cooled down. The maximum water temperature at release shall not exceed 100o F.
6. The Contractor is solely responsible for field verification of all pipe diameters and lengths prior to fabrication and installation. The Contractor shall remedy, at no cost to the Government, any defects in the installed resin tube resulting from field measurement errors, concealed changes in diameter, or from errors in diameters and lengths shown in the plans. The Contractor shall determine the minimum length necessary to effectively span the distance between the access points.
7. If the CIPP fails to make a watertight seal at the manhole due to broken or misaligned pipe at the manhole wall or other defects, the Contractor shall apply a seal at that point. The seal shall be of a resin mixture compatible with the CIPP or other system acceptable to the Government.
J. REINSTATEMENT OF SERVICE (BRANCH) CONNECTIONS
It is the intent of these Specifications that service (branch) connections to buildings be reopened without excavation, utilizing a remotely controlled cutting device, monitored by a video TV camera. The Contractor shall certify he has a minimum of two (2) complete working cutter units plus spare key components on the site before each inversion. No additional payment will be made for excavations for the purpose of reopening connections and the Contractor will be responsible for all costs and liability associated with such excavation and restoration work. Service connections shall be restored to 90% of the full diameter. The restored opening shall be clean and free of burrs or projections that may catch debris. The coupon or shavings resulting from the
9 | P a g e FDA_20-223-1224034 – Attachment #1 reconnection process shall be removed or flushed from the pipeline.
K. INSPECTION
CIPP samples shall be prepared and physical properties tested in accordance with ASTM F1216 or ASTM F1743, Section 8, using either method proposed. The flexural stress and modulus of elasticity must meet or exceed the value used in design as indicated above, and structural requirements for the pipe size and thickness furnished above. Leakage testing of the CIPP shall be accomplished during cure while under a positive head. CIPP products in which the pipe wall is cured while not in direct contact with the pressurizing fluid (e.g., a removable bladder) must be tested by an alternative method approved by the Government. Maximum allowable leakage of the newly installed CIPP shall be 100 gallons per inch of pipe diameter per mile of pipeline per 24-hour day.
Wall thickness of samples shall be determined as described in paragraph 8.1.6 of ASTM F1743. The minimum wall thickness at any point shall not be less than 87.5% of the design thickness as calculated in Section E of this document.
Visual inspection of the CIPP shall be in accordance with ASTM F1743, Section 8.6.

In order to access the e-QIP system, Contractor employees must provide the appropriate FDA Personnel Security Specialist with the following information: (a) full name; (b) position title; (c) social security number; (d) date of birth; (e) place of birth; (f) email address; and (g) phone number. This information will be provided on the e-Qip form that will be electronically sent to the employee. The FDA Personnel Security Specialist will use this information to enter each Contractor employee into the e-QIP system. Once this is done, each Contractor employee will receive an email that contains a web link to access the e-QIP system, as well as instructions and additional forms needed to initiate the background investigation.
A Contractor’s failure to comply with the e-QIP processing guidelines will result in that Contractor’s employees being denied access to FDA property until all security processing has been completed. Furthermore, any such noncompliance may detrimentally impact Contractor performance, Contractor performance evaluations, rights and remedies available at law and equity retained by the Government.
PERSONAL IDENTITY VERIFICATION (PIV) CARDS - All PIV Cards (and any other type of Government-issued Access Card) shall remain the property of the Federal Government. At any time, if a Contractor employee is terminated or otherwise ceases work under the contract, or no longer requires a PIV Card for contract performance purposes, the Contractor must collect the individual’s PIV card and immediately notify FDA Personnel Security Staff in writing, with copies to the respective COR and Contracting Officer. The Contractor must immediately return the PIV Card(s) to the
COR.
Because PIV Cards, like other Government-issued Access Cards are Government property, Contractors and Contractor Employees are hereby placed on notice that any abuse, destruction, defacement, unauthorized transfer or withholding (i.e., failure to return to the Government) may be punishable to the greatest extent at law.
Unauthorized possession of a PIV Card, or any other type of Government-issued Access Card, and/or willfully allowing any other person to have or to use your Access Card, is prohibited and can be criminally prosecuted under 18 U.S.C. §§ 499 and 70I, which prohibit photographing or otherwise reproducing or possessing HHS identification cards in an unauthorized manner, under penalty of fine, imprisonment, or both.
Wrongdoers may also be held financially responsible for any/all civil and equitable remedies – to include, but not limited to, damages for any pecuniary loss suffered by the Government as a result of any of the above-listed actions or failure to act.
PIV CARD PROCESS - The COR will sponsor Contractor employees on the Form HHS 745 and HHS Smart Card Management System (SCMS) for the purpose of obtaining an FDA PIV Card. In order to obtain a PIV card, a Contractor employee must receive a favorable FBI fingerprint return and complete required security forms. The FDA Personnel Security Specialist will provide the Contractor employee(s) direction for scheduling fingerprinting appointments at the FDA location or other approved location.
