PART 3 – DESCRIPTION OF REQUIREMENTS
Background:
The Food and Drug Administration (FDA) requires two Synchronous Vertical Dual View (Axial and Radial) Inductively Coupled Plasma-Optical Emission Spectrophotometers with Automated Data Systems (SVDV ICP-OES) instrument for the analysis of food, drugs, cosmetics, nutritional metals, toxic metals, and other elements at their San Francisco Laboratory and at their Northeast Food and Feed Lab. The FDA requires these SVDV ICP-OES instruments to include one year manufactured warranty and preventative maintenance service agreement.
Purpose:
The purpose of this requirement is to procure two (2) SVDV ICP-OES instruments. One complete system shall be delivered to the San Francisco Laboratory and one complete system shall be provided to the Northeast Food and Feed Laboratory.
Requirements:
The Contractor shall provide two (2) SVDV ICP-OES instruments equivalent to an Agilent 5110 SVDV ICP-OES Spectrometer. This requirement is being solicited in accordance with FAR 52.211-6, Brand Name or Equal. The ICO-OES systems shall meet the following salient characteristics:
• The instruments must be fully functional at 10.0 L/min of argon when the plasma is on and designed to operate at reduced argon flow, and allow for adjustments at 0.1 L/min increment with all gas flows fully controllable by computer software.
• The instruments must have synchronous vertical dual view plasma allowing radial and axial view analysis at the same time without sacrificing radial view sensitivity is required. The instrument must have variable viewing heights from 0 to 30mm above the coil.
• The instruments must be capable of analysis of UV and Vis elements simultaneously without separate wavelength reading.
• The instruments must be capable of data capture for all wavelengths of all elements on each sample tested within a batch.
• The instrument must allow analyst to quickly remove the torch, injector, spray chamber and nebulizer for maintenance.
• Must have easy access to the torch and be designed to prevent build up from tested samples.
• The instrument must have torch loader mechanism and automated alignment of the torch and optics and connect gases. After auto-alignment, instrument must provide reproducibility with no further alignment or adjustment by user. Controlled X-Y viewing position to the torch for rapid alignment for "best" viewing position-(critical for axial view systems).
• The instruments must have a True Solid-State Radio Frequency Generator 27 MHz or equivalent technology.
• The instrument must be capable of having a maximum radio frequency (RF) power of l500 watts with adjustments in 10W increments and provide a stable and consistent power supply of better than 0.1% for analyzing all sample matrix types including but not limited to high salt, oils, and heavy organics within the same batch.

• The instrument must have a thermostatically controlled environment for the instrument's optics to eliminate problems associated with variable room temperatures, including but not limited to wavelength shifts. Signal stability of less than 1% RSD over 8 hrs without drift correction is required.
• The peristaltic pump must have 5 channels with full computer control and have adjustable speeds reaching 80 rpm.
• The instrument must have 3 port modules for argon, nitrogen, and an optional gas
• The instrument must be capable of removing cold end of the plasma. This will reduce self-absorption and reduced interference and increase linear dynamic ranges of axial analysis.
• The ICP-OES ventilation must be limited to a single ventilation of minimum 2.5 cubic meter per minute to extract vapors and heat from the end of the plasma.
• The instruments must have wavelength flexibility to enable analysis of any ICP element at multiple wavelengths.
• The wavelength coverage must be at least 167 – 785 nm on a single detector from a single entrance slit.
• Wavelength Resolution must reach 4.5 pm for the peak separation to reduce spectral interferences inter-element corrections.
• The resolution must be better than 8 pm for Pb at 220.353nm
• The resolution must be better than 7 pm for As at 188.980nm
• The instrument must provide simultaneous measurement of hydride and non-hydride elements including As, Se, and Hg to sub ppb levels.
• To reduce the need for rerun analysis the reprocessing of the original "RAW" data must be a feature of the instrument. The reprocessing must be available while instrument is running next sample set.
• The instrument must have the capable of storing (housing) the original "raw" data and archiving analyses results of "raw" data which allows spectra viewing at any time-- this then allows analysts to retroactively determine the concentrations of elements not in the original method or at alternate wavelengths.
• The instrument must have capabilities to support auto start and auto stop functions. The warm-up period shall not exceed 20 minutes.
• The instrument must have the capability to support remote operations, to included but not limited to a software and system that allows the instrument to be operational from any computer.
• The instrument must have the capabilities to meet, but not limited to the following sample analysis features or equivalent:
o Capabilities to add a priority sample analysis list during the analysis without interruptions of the analysis.
o Keep correct timing and integrity of the QC timing o Flexible and inclusive built-in matrix checking and quality control protocols.
• The instrument must have the capabilities to improve productivity by monitoring the sample concentrations.
• Must have the capability to extend the rinse time between samples when user-selected concentrations are exceeded.
• The system must have the capability to automatically export data and import data from the analysis to an Excel Worksheet, Laboratory Information Management System, or any other laboratory data management system once analysis is completed.
• Must be able to dynamically add to autosampler run lists even after an analysis has started.

• Detection limit automation to allow the user to measure blanks for determination of method detection limits.
• The number of replicates and standard deviation multipliers must be user programmable.
• The analysts must be able to set the calibration limit. The calibration limit must be programmable to allow the analysts to set an "over calibration limit". The analyst must be able to specify the limit, whether or not "over calibration" message are displayed while testing samples.
• Must include offline software.
• The instrument hardware and software must allow for the creation of methods, sample files, reprocessing, examination of spectra, and data review all while the instrument continues to collect data and run samples.
• Must include Method Development assistance
• Reprocessing must allow method parameters to be changed after data collection to determine if the changes are appropriate for samples without changing original data.
• The instrument software must have inter-element correction model builder. That allows the analyst create models from stored data and allows the analysts to test these models without having to analyze the samples and standards over and over.
• Multivariate calibration capability with Multi Component Spectral Fitting (MSF) allowing the user to choose up to nine interferences to correct for.
• Must be able to perform methods of standard additions calculations.
• Must have weight/volume/dilution correction factors with user definable concentration unit conversion for samples, calibration solutions, and QC solutions.
• Instrument must include autosampler, computer hardware and software, and printer. The instrument must include separate chilled water recirculator (separate chiller allows for placement away from the instrument to reduce noise in the working environment, separate chiller eliminates the potential for a leak to occur in the instrument, causing a safety hazard). In addition, ICP-OES wavelength calibration solutions of 50 mg/L Al, As, Ba, Cd, Co, Cr, Cu, Mn, Mo, Ni, Pb, Se, Sr, Zn and 500 mg/L K in 5 % HNO3 + tr HF shall be included.
• The instruments must have the following regulatory assistance features or equivalent:
o Security features must include the ability to define groups and permissions with password control for each.
• The instrument/software must have the following features:
o Files can be located on the instrument controller or on other computers across the network.
o A copy of the method is saved with each set of data to provide an audit trail of the conditions used to perform the analyses in the event there is a question at a later time.
o Reprocessing does not change the data already stored, but rather new data is written to the results library along with a notation that the data represent reprocessed data.
o Reprint Original Data function. Allows users to create a verbatim copy of their original printout. This is ideal for regulatory environments (or other audit situations) when data needs to be presented exactly the same o Detailed version of calibration summary. This provides specifics about a calibration including "expected concentrations" vs. "measured concentrations". This allows analysts to ensure the accuracy of their calibration and the quality/validity of their results.

The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
