Questions and answers:
Question 1. RFP Section F.4. PLACE OF PERFORMANCE- Most of the work will be performed at the contractor’s facility. However, the Government requires all personnel listed as Key Personnel (Section G.5) to be located within a reasonable commutable distance from the FDA White Oak Campus in Silver Spring, MD for items that require occasional onsite support. There will be no travel reimbursement for key personnel when work is performed at FDA’s White Oak Campus in Silver Spring, MD.
Specifically, what is a “reasonable commutable distance”? and if that includes air travel outside the local commuting area, then is that cost not reimbursable by the contract? Also, if our distance excludes us as a prime applicant, would it also do so if we were to perform as a subcontractor?
Answer, Question 1. Optimally, Contractors and their subcontractors, if any, would be located within the area of Washington, D.C. (i.e., the District of Columbia; Alexandria, Fairfax, and Falls Church Cities, Va.; Arlington, Fairfax, Loudoun, and Prince William Counties, Va.; and Charles, Montgomery, and Prince Georges Counties, Md.). In such cases, there would be no travel reimbursement for travel to/from the FDA White Oak Campus in Silver Spring, MD or to/from any other facilities within the Washington, D.C.
area. Offerors’ attention is directed to the amended RFP Section F.4, Place of Performance and RFP Section G.8, Travel Costs and Other Direct Costs.
Question 2. Does the HHS small business subcontracting plan apply to small business concerns?
Answer, Question 2. The small business subcontracting plan only applies to large business concerns under the applicable NAICS code. The HHS OSDBU fully expects that the HHS established small business subcontracting goals identified in the subcontracting plan in Section J of the RFP as the minimum goals will be achieved in the resulting subcontracting plan for the contract. Plans that do not identify goals meeting the minimum may be considered unacceptable by the HHS OSDBU staff upon review and subsequent failure to meet those goals may negatively impact subsequent past performance evaluations.
Question 3. Does Government intend to award multiple IDIQ and some of them reserved for small business concern?
Answer question 3. The Government intends to award multiple IDIQ contracts. There are no set asides or awards reserved for small business concerns. Awards will be made on a best value basis as identified in the RFP.
Question 4. How many awards do you anticipate?
FDA-18-223-SOL-1196209 Amendment 2 2 of 3
Answer question 4. The Government anticipates multiple competitive proposals, with the potential for multiple awards. The number of awards is dependent on the technical capability, past performance and price of the proposals. An estimated range of awards is between 2-4 but this number may change.
Question 5. Is there any incumbent? If yes, who are they and what are the contract numbers?
Answer question 5. Contract #HHSF223201750065A (IMS Government Solutions, Inc.) was awarded in FY17 to support the BEST initiative. Contract #HHSF223201400030I (Harvard Pilgrim Health Care, Inc.)
was also used for BEST Initiatives.
