PART 1 – GENERAL INFORMATION
This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 and 13.5 Test Program for Certain Commercial Items as supplemented with additional information included in this notice. This Request for Quotation (RFQ) announcement constitutes the only solicitation that will be issued; quotes are being requested and a written solicitation will not be issued. This requirement is being solicited as full and open and the Government contemplates a Firm-Fixed Price Purchase Order will result from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-80 dated March 2, 2015.
The associated North American Industrial Classification System (NAICS) code for this procurement is 334516. Its associated Small Business Size Standard is 500 employees.
Brand Name or Equal:
This is a BRAND NAME OR EQUAL acquisition; in accordance with FAR 52.211-6, to be considered for award, offers of equal products must meet the salient physical, functional, or performance characteristics provided in the statement of requirements. In order to be considered an “equal” solution, any alternative solution proposed must be able to perform in strict accordance with the salient operational and technical features described below.
PART 2 – SUPPLIES OR SERVICES AND PRICES/COSTS
Description of supplies or Services The Detroit Laboratory (DET-LAB), Office of Regulatory Affairs (ORA), U.S. Food and Drug Administration (FDA) require a dissolution instrument with UV/Vis spectrometer to run dissolution analysis on pharmaceutical medications for shelf life and drug survey samples. The Detroit District Laboratory will be receiving up to 60 samples per month, through 2015 as part of its defined work plan. These investigative samples will be collected primarily from Department of Defense (DOD) and Veterans Administration (VA) stockpiles of medications, as well as from random locations for drug survey testing, and DET-LAB will receive and process samples from FDA ORA District Offices across the nation. To accommodate the large sample volume on a monthly basis, we will require a larger capacity for testing these samples than we have currently. The dissolution system and UV/Vis spectrometer will be essential to the DET-LAB efforts to ensure the US DOD and VA medication supply meets acceptable dosing limits for the medication. The dissolution system will allow the Detroit Laboratory to respond to testing requirements in a timely and efficient manner.
The Bathless Dissolution System shall include a one year manufactured warranty and preventative maintenance service agreement for one (1) 12 month option period.
Pricing Table Pricing Table: Listed below is the pricing table for two Bathless Dissolution which includes one (1) year manufacture warranty for each instrument and 12 month (one year) option period for preventative maintenance for each instrument.
