NanoSurface Cytostretcher Live-View System Combined Synopsis Solicitation

FDA- 1213087

Date Posted: June 20, 2019

Response Date: July 1, 2019, by 12:00 PM CT

Classification Code: 6640 -- Laboratory Equipment and Supplies

NAICS Code: 334516 – Analytical Laboratory Instrument Manufacturing

This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. It is the Government's intent to issue a Firm Fixed Priced Purchase Order in accordance with FAR Part 13.

The solicitation number is FDA-1213087. This solicitation is issued as a Request for Quote (RFQ).

The solicitation document and incorporated provisions and clauses in effect through the Federal Acquisition Circular 2019-02 dated June 5, 2019.

The appropriate NAICS code for the acquisition is 334516 – Analytical Laboratory Instrument Manufacturing; Small Business Size standards – 1000 employees. This requirement is being competed as a Total Small Business Set-Aside.

Background/Statement of Need:

Traumatic brain injury (TBI) occurs when external mechanical forces induce brain damage as result of impact, penetration or rapid acceleration/deceleration that causes deformation of brain tissue. The TBI-induced damage has as consequence, among other things, an increase in blood-brain barrier (BBB) permeability. The BBB is a physiological barrier whose function is to regulate the traffic of substances from blood to brain and vice versa, maintaining the optimal chemical environment for the proper brain function In vitro (cell culture) models of TBI are useful for investigating mechanisms of TBI as well as screen for potential neuroprotectants. Although these models exist, the validated uniaxial stretch model has not been analyzed on BBB cells, specifically on the tight junction proteins that impart selective permeability on the BBB.

The U.S. Food and Drug Administration (FDA), National Center for Toxicological Research (NCTR) Division of Neurotoxicology is in need of a Cytostretcher-Live View system. The cytostretcher would allow real-time (on a microscope) visualization of the effects of uniaxial stretch on BBB cells as well as specific populations of neuronal cells. Real-time visualization is not currently available to the division of neurotoxicology for use in TBI studies and would aid in further characterization of the uniaxial stretch model as well as down-stream screening of potential neuroprotectants.

Minimum Technical Requirements:

1. Shall include system capable of being integrated with existing Nikon Eclipse Ti inverted microscope

(model TI-DH) so that real time imaging and recording (transmitted light and/or fluorescent) can be accomplished.

o Universal mounting frame included.

2. Shall include computer free operation after protocol setup.

3. Shall include stretch software:

o Contains built in stretch routines.

o Allows for control of stretch velocity, duration, frequency, magnitude, delay times before and after stretch, and the type of waveform used to drive stretch protocol.

o Windows 10 compatible.

4. Shall include chambers stretched as max velocity of 10mm/s, with maximum cycle frequency of 5Hz

5. Shall include compatible with the following silicone chambers:

o 50mm, single well (orthogonal to stretch, flat, and parallel to stretch options).

• Culture deformation up to 50%.

o 12mm, 3 well (orthogonal to stretch, flat, and parallel to stretch options).

• Culture deformation up to 80%.

o 5mm, 6well (orthogonal to stretch, flat, and parallel to stretch options).

• Culture deformation up to 200%.

6. Shall include compatible silicone chambers can be treated with extracellular matrix ECM coating and suitable for use in cell culture.

7. Shall include various degrees of uniaxial stretch can be applied to stretchable chambers o Stretch motor is supplied with system.

(2) The services will be furnished at prices which are, or are based on, established catalog or market prices for the maintenance, calibration, or repair of equipment.

(i) An “established catalog price” is a price included in a catalog, price list, schedule, or other form that is regularly maintained by the manufacturer or the offeror, is either published or otherwise available for inspection by customers, and states prices at which sales currently, or were last, made to a significant number of buyers constituting the general public.

(b) Certification by the offeror as to its compliance with respect to the contract also constitutes its certification as to compliance by its subcontractor if it subcontracts out the exempt services. If the offeror certifies to the conditions in paragraph (a) of this provision, and the Contracting Officer determines in accordance with FAR 22.1003-4(c)(3) that the Service Contract Labor Standards statute—

(1) Will not apply to this offeror, then the Service Contract Labor Standards clause in this solicitation will not be included in any resultant contract to this offeror; or

(c) If the offeror does not certify to the conditions in paragraph (a) of this provision—

(1) The clause in this solicitation at 52.222-51, Exemption from Application of the Service Contract Labor Standards to Contracts for Maintenance, Calibration, or Repair of Certain Equipment— Requirements, will not be included in any resultant contract awarded to this offeror; and

(2) The offeror shall notify the Contracting Officer as soon as possible, if the Contracting Officer did not attach a Service Contract Labor Standards wage determination to the solicitation.

(d) The Contracting Officer may not make an award to the offeror, if the offeror fails to execute the certification in paragraph (a) of this provision or to contact the Contracting Officer as required in paragraph (c) of this provision.

The Provision at 212-2 Evaluation—Commercial Items (Oct 2018) is applicable to this solicitation.

The following addenda apply:

https://www.wdol.gov/wdol/scafiles/std/15-5121.txt?v=8

The Government will award an order to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Technical Capability Price

Technical Capability (i.e., how well the proposed approach will meet or exceed the Government’s requirements) and past performance (i.e., when (recent), what (relevant), and how well), when combined, are relatively equal in value and collectively more important than price in determining the best value to the government, although price remains a significant consideration.

(b) Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award
