Notice of Intent to Issue a Sole Source Purchase Order for a JCM-7000 NEOSCOPE III Benchtop Scanning Electron Microscope with delivery, installation, and training

The Food and Drug Administration intends to issue a sole-source purchase order to JEOL USA, Inc.

located at 6711 Dearborn Road, Peabody, MA 01960. The anticipated purchase order is for a JCM- 7000 NEOSCOPE III Benchtop Scanning Electron Microscope with delivery, installation, and training. The award will be made in accordance with Federal Acquisition Regulation (FAR) Part 6.302- 1, only one responsible source and no other supplies or services will satisfy the agency requirements using Simplified Acquisition Procedures per FAR Part 13.5. This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement within seven (7) days after the publication of this synopsis, which will be considered by the agency. Responses received after seven (7) days or without the required information may not be considered. A determination by the Government not to compete as a result, of information received is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. For information concerning this acquisition, contact Linda Troutman, Contract Specialist at Linda.Troutman@fda.hhs.gov

The salient characteristics for the JCM-7000 NEOSCOPE III Benchtop Scanning Electron Microscope shall have:

1. High and low vacuum modes of operation,

2. An accelerating voltage range of 5kV, 10kV, and 15kV,

3. A magnification range of 10X - 100,000X,

4. A Tungsten thermionic electron gun with integrated filament-Wehnelt for automatic alignment, focus, stigma, brightness contrast,

5. An Everhart-Thornley detector for secondary electron imaging with high sensitivity, 6-channel, solid state backscatter electron,

6. A large chamber with a motor stage of X = 40mm and Y = 40mm dimensions for a maximum specimen size of 80mm (D) x 50mm (H),

7. A Fully automated vacuum sequencing with a Turbomolecular pump and roughing pump

8. A PC with Microsoft 10 OS, Microsoft Home and Office, and LCD 24” multi-touch display

9. JCM-7000 SEM software for operating the system

10. JEOL Energy Dispersive Microanalysis System (30 mm) with Peltier cooled Silicon Drift

Detector (SDD) and EDS software that allow for multi-point analysis, image capture, hyper spectral mapping, line scan, drift correction, elemental quantification and reporting.

11. STANDARD licensed EDS software for JCM-7000 for full integration of the energy dispersive X-ray spectrometer (EDS) with the scanning electron microscope. This software must provide EDS functions of multipoint analysis, image capture, hyper spectral mapping (up to 4096 x 3072 pixels), line scan, automated montage, drift correction, elemental standardless-quantification, and reporting (Report generation, Export to Microsoft® Word or PowerPoint as well as PDF formats).

12. Particle Analysis Software 3 with automated detection of particles, EDS analysis and classification of particles, grains, inclusions or other features in samples. This software must be able to analyze up to 50 samples per run or a total of 2,500 fields for all samples and up to

2,500,000 particles. The image processing function must include filters (Average, Median, Laplacian) on image as well as adjusting particle shape with functions such as dilation, separate, erosion, closing, expanding, shrinking. This software must allow elemental analysis by point or inside particle, qualitative and quantitative analysis by ZAF correction (includes PRZ with Advanced software), classification based on shape and/or chemical type, spectrum matching (Qbase), relocation of selected field or particles for additional analysis.

13. Tilt Rotation Motorized Holder for NeoScope™ that adds motorized tilt and rotation axes in the range of -5° to +50°, continuous rotation of 360°, and a maximum specimen size: 25mm

(D) x 6mm (H).

14. Stage navigation system must include a chamber mount camera that can capture and display a color image of the sample(s) mounted on the stage.

15. JEOL standard rotary pump 120V/60HZ

16. JEOL Fully automated sputter coater that applies a fine-grained gold or platinum coating on non-conductive samples for SEM imaging with a target gold electrode of 20mm diameter, stage Size of 70 mm diameter, stage Height of 10mm to 50mm adjustable to target, and a sputter Time of 0.5/1/2 minutes (Fixed).
