Vaporized Hydrogen Peroxide Mobile Decontamination System
Background
The Food and Drug Administration (FDA) Office of Regulatory Affairs (ORA) Denver Lab (DENL) and Southeast Food and Food Laboratory (SFFL) will be participating in a microbiology program that includes testing of non-traditional food pathogens and toxins of bioterrorist concern which will require biosafety level two facilities using biosafety level 3 practices and procedures. For the health and welfare of the individuals working directly with these agents, the individuals working in the same building, and the surrounding environment, it is essential that the laboratories have the ability to decontaminate the space where these agents are being used. Vaporized hydrogen peroxide (VHP) is a sterilant and is one of the chemicals approved for decontamination of anthrax spores from contaminated buildings, such as occurred during the 2001 anthrax attacks in the U.S. It has also been shown to be effective in removing exotic animal viruses, such as avian influenza and Newcastle disease from equipment and surfaces. VHP is the preferred method for laboratory decontamination because its by-products are only water and oxygen which is safe for the environment and personnel.
Purpose
ORA/Office of Regulatory Science (ORS) requires two mobile VHP decontamination systems, one for DENL and one for SFFL, so that the laboratories have the ability to fully decontaminate the laboratory areas where work with agents of bioterrorist concern will be happening. Current methods of manual decontamination of rooms may be sufficient for microbiological agents at the BSL2 level that are not infectious through the inhalation route, but manual disinfection practices for entire rooms would be time consuming and potentially ineffective for other agents of concern, such as B. anthracis, the causative agent of anthrax, and Y. pestis, the causative agent of plague. These higher risk agents are infectious at low doses via the inhalation route, and VHP decontamination is proven effective with 6-log sporicidal reduction for exposed laboratory surfaces and is also capable of disinfecting areas of the laboratory that are hard or even impossible to reach with hands, ensuring the entire area of the laboratory is safe from infectious materials. VHP is also safe for laboratory and office equipment, including computers, with no harmful residue.
Minimum Technical Requirements
The VHP units shall have the following capabilities and/or characteristics:
1. Use of 35% hydrogen peroxide vapor for decontamination.
2. Ability to decontaminate zones or entire rooms up to 400 m3.
3. Ability to optimize cycle times based on room/zone configuration.
4. Wireless functionality with the ability to network multiple units.
5. Applicable for GMP applications.
6. Ability to select pre-developed timed cycles or parametric cycle control.
7. Built-in aeration capability with options for wirelessly controlled additional aeration units that can store directly in the system’s frame.
8. Decontamination guaranteed for every exposed surface for a 6-log sporicidal bioburden reduction.
9. Small footprint that can be moved easily by one person.
10. Wireless lectern with a printer.
Trade and Service Specifications
• The systems shall be newly manufactured, not used, refurbished, or previously used for demonstration. The Government must be able to expect routine customer service and technical support to be available from the vendor during its lifecycle.
• The entire system shall be warranted for parts and labor for at least 12 months from the date of formal government acceptance and shall include at a minimum: coverage on all non-consumable items and parts supplied including base instrument, unlimited site service visits, factory-certified replacement parts, engineer labor and travel costs and phone assistance.
• FOB Point destination to include inside delivery and clean-up of installation area.
• Instrument operators shall have access to a technical representative call center at no additional charge, for technical assistance and trouble-shooting, which is staffed by senior engineers to provide a high level of expertise for troubleshooting the instrument.
• Preventative maintenance (PM) visit shall be included for the base contract year. This visit shall be inclusive of all parts, labors, travel, consumables, and supplies which are necessary to complete the OEM’s suggested PM protocol.
• Sufficient familiarization training for 3-5 users per delivery onsite location will be provided at time of installation or shortly thereafter (within 30 days), such that operators may independently operate the instrument and with increased familiarity and proficiency. The training shall include manuals and any consumables to be used during training.
• The Contractor shall provide installation qualification with an employee who can provide proof of installation qualification/Operation qualification (IQ/OQ) certification.
Records and Reports
The Contractor shall, commensurate with the completion of each service call (inclusive of warranty service), provide the end-user of the equipment with a copy of a field service report/ticket identifying the equipment name, manufacturer, model number, and serial number of the equipment being installed, a detailed description of the services provided during installation and validation, and the name(s) and contact information of the technician who performed the installation and validation.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
