PART 3 – DESCRIPTION OF REQUIREMENTS

Background The US Food and Drug Administration (FDA), Kansas Laboratory (ORA/ORS/KCL) is located in Lenexa, Kansas. The Kansas City Laboratory is the national servicing center for FDA’s Total Diet Study (TDS), an ongoing surveillance program that started in 1961. The laboratory is ORA’s central point responsible for planning, processing and analyzing over 1,100 samples representing 280 food items annually, including infant and toddler foods. Analysis performed at KCL includes detection and determination of herbicides, fungicides, 15 toxic or nutritional elements and approximately 750 pesticides and industrial chemicals.

Most of these determinations are made at trace levels considerably lower than regulatory levels of concern. The Kansas City Laboratory requires a supplier for microbulk containment and delivery systems for nitrogen and argon to support mission critical operations.

Purpose The FDA’s Kansas Laboratory requires a microbulk liquid nitrogen system to provide a steady and reliable system to source nitrogen gas for mass spectrometers, evaporators, and other scientific

FDA-20-RFQ-1229406 Page 4 of 19 equipment. The systems are used for the trace determination of chemical contaminates and toxic substances.

In addition, the Kansas Laboratory requires a microbulk liquid argon system to provide a steady and reliable system to source argon gas for inductively coupled plasma mass spectrometers (ICP-MS) and inductively coupled plasma optical systems (ICP-AES or ICP-OES). These systems are used for trace determination of elements, including selenium.

Scope The Contractor shall provide microbulk systems for nitrogen and argon gases. These systems shall store the liquid products and provide sufficient components to convert the liquid to gas at the required volumes.

Requirements Nitrogen System Tank Size and Specifications:

1. Shall be capable of providing Ultra High Purity (UHP) nitrogen gas up to 175 psi. UHP is defined as 99.999% pure. Gas product shall contain less than 1ppm water and less than 1ppm oxygen.

2. System shall be installed on an existing concrete pad, which is available for inspection by appointment.

3. The estimated usage of gaseous nitrogen 3,000 hundred cubic foot (hcf) per month.

4. The offeror shall provide a system with a minimum capacity of 3,000 gallons of liquid nitrogen.

The offeror may propose an alternative sized system, based on estimated usage rates and purpose for the gas product; however, the most cost-efficient solution is preferred, inclusive of all delivery fees.

5. The system shall be able to deliver 75 cubic foot per minute (CFM) of nitrogen gas for up to 16 hours of continual usage. The system shall be configured to allow for additional gas capacity should the Government’s requirements change during the course of the base contract period or option years.

6. Each delivery of liquid product shall include a certificate of analysis (COA).

7. The cryogenic containment system shall include an automated telemetry system. The telemetry system shall have the capability to perform daily reporting of the nitrogen level to the contractor and facilitate the timely delivery of liquid product to refill the containment system.

Argon System Tank Size and Specifications:

1. Shall be capable of providing Ultra High Purity (UHP) argon gas up to 175 psi. UHP is defined as 99.999% pure. The gas product shall be fit for the Government’s application and use. Krypton levels must be low enough as to not interfere with the measurement of selenium at parts-per-billion (ppb) levels. Gas product shall contain less than:

a. 2ppm oxygen

b. 10 ppm nitrogen

c. 0.5ppm carbon dioxide

FDA-20-RFQ-1229406 Page 5 of 19

d. 0.5ppm carbon oxide

e. 0.5ppm methane

f. 5 ppm water

2. System shall be installed on an existing concrete pad, which is available for inspection by appointment.

3. The estimated usage of liquid argon is 1,000 liters per month.

4. The offeror shall provide a system with a minimum capacity of 1,500 liters of liquid argon. The offeror may propose an alternative sized system, based on estimated usage rates and purpose for the gas product; however, the most cost-efficient solution is preferred, inclusive of all delivery fees.

5. The system shall be able to deliver 20 cubic foot per minute (CFM) of argon gas for up to 16 hours of continual usage. The system shall be configured to allow for additional gas capacity should the Government’s requirements change during the course of the base contractor period or option years.

*Quantities represented herein are estimates. Quantities are accurate to the best of the Government’s ability. Usage fluctuations may affect total requirements.

Delivery and support of equipment and product

1. All equipment and liquid product shall be delivered to the place of performance.

2. The contractor shall monitor the status of the tanks via the telemetry system and ensure that liquid level is maintained at a minimum level of 30% tank capacity.

3. Prior to formal government acceptance, the cryogenic tanks shall be cleaned, flushed, and/or purged to ensure that the gas product meets the minimum specifications for quality and purity.

4. The contractor shall notify FDA prior to filling either cryogenic system by trans-fill from liquid nitrogen and/or argon dewars instead of the normal delivery truck.

5. The contractor shall connect the cryogenic systems to the building using type 316L stainless steel tubing. The contractor will provide fit for use gas regulators to adjust the delivery pressure from 50-175 psi.

6. On-site technical support shall be provided within 24 hours of a service request.

7. Installation of the cryogenic tanks will be completed within 30 days of award.

8. The Contractor shall be available for delivery requests and provide technical support by telephone Monday through Friday, excluding federal holidays, between 8:00 am and 4:00 pm Central Time.
