About this file
This document is a bid package requirements template that outlines the mandatory submission components for commercial products and commercial services solicitations. Offerors must submit either completed Page 1 (blocks 12-16) and Page 3 (with unit prices and amounts for line items) or provide quotes on company letterhead that explicitly accept all terms and conditions outlined in the solicitation. Additional required submission elements include contact information (email and phone number), SAM.GOV Unique Entity ID number, and SAM.GOV CAGE number. Vendors must provide either a WILL or WILL NOT statement per FAR 52.204-24 unless their Representations and Certifications have been updated in SAM per FAR 52.204-26, and they must submit responses and documentation in accordance with FAR 52.212-3 regarding offeror representations and certifications for commercial products and services.
The contractor submission package must include applicable supporting documents, which for this particular solicitation involve copies of Merchant Mariner Credentials for the Master and an additional operator (for voyages exceeding 12 hours), with personal data redacted, along with evidence that the vessel meets all United States Coast Guard requirements and that all operators hold current Coast Guard licenses at levels commensurate with the vessel being operated. Offerors must also provide all documentation required to fulfill Statement of Work requirements and evaluation factor criteria as detailed in the Evaluation Factors section. Failure to submit a complete package may result in the offer being deemed non-compliant. The Government will evaluate offers by adding the total price for all options to the basic requirement price to determine the total evaluated price, including options to extend services, though evaluation of options does not obligate the Government to exercise them.
