SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), and NMFS/AFSC/RACE Division
2. Description of supplies or services required to meet agency needs (including the estimated value).
The objectives of this acquisition are:
1. To complete maintenance of all 38 net mensuration systems currently owned by the AFSC.
2. To update and replace A1 boards with PCBA A2S Gen 4 boards to the net mensuration systems to replace software that will no longer be supported by 2026.
Marport net mensuration systems are used by the AFSC to track the performance of the fishing gear to ensure that it is within strict survey standards. In addition, these systems are used to estimate the area of the seafloor sampled during each tow and this is used to derive a standardized catch per unit effort, allowing direct comparison between all the tows in a survey time series. The requested delivery date for the serviced net mensuration systems is May 15, 2024. The systems will be need to be installed at the start of our groundfish trawl surveys this summer.

4. Supporting rationale. Only one source is reasonably available as detailed below:
Only one source is capable –
The AFSC is a research branch of the National Oceanic and Atmospheric Administration's National Marine Fisheries Service (NMFS) and is responsible for research on living marine resources in the coastal oceans off Alaska and off parts of the west coast of the United States. This region of nearly 3 million square miles includes the North Pacific Ocean and the eastern Bering Sea which support some of the most important commercial fisheries in the world. The Alaska Fisheries Science Center’s (AFSC) Groundfish Assessment Program conducts five different fishery-independent groundfish trawl surveys in Alaska. All of these surveys utilize net mensuration systems to track the performance of the fishing gear to ensure that it is within strict survey standards. These systems are also used to estimate the area of the seafloor sampled during each tow and this is used to derive a standardized catch per unit effort (CPUE), allowing direct comparison between all the tows in a survey time series. Source Selection Information – see FAR 2.101 and 3.104 estimation of CPUE, it is very important that the methods used to estimate this fundamental quantity are the same between tows and between years so that the observed change in populations over time reflect actual net mensuration systems are now the standard system for estimating net mensuration and have been used on these surveys for many years. In addition to the standardization issues, the systems and sensors are completely interchangeable between surveys and vessels which greatly simplifies setup, operation, troubleshooting, maintenance and training.
The Marport net mensuration system is a key data collection component that allows us to monitor the trawl gears performance during survey sampling collections. This data is used for statistical evaluations for tracking the trawl gears on and off bottom contact to calculate distance traveled and effort for sampling collections. If the Marport Sensors are not serviced in time for survey operations scheduled to start at the end of May, our congressionally-mandated bottom trawl surveys will be compromised, either delayed or even potentially cancelled.
Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.
In addition to potential standardization issues, the systems and sensors are completely interchangeable between surveys and vessels which greatly simplifies setup, operation, troubleshooting, maintenance and training. The AFSC currently owns 38 Marport sensors and 10 net mensuration systems that are proprietary technologies owned by Marport.
Exclusive Licensing Agreement/Restrictive Rights/Authorized Reseller - The source has one or more of the following: an established exclusive licensing agreement, proprietary data, limited rights in data, patent rights, OEM required certifications or OEM authorized reseller, copyrights or secret processes with regard to the supplies or services required.
For the sensor maintenance, Marport Americas, Inc. is the only entity authorized to repair these proprietary sensors.
5. Market Research.
There is no other vendor that can provide the required service, as only Marport Americas, Inc is authorized to provide service on their proprietary net mensuration systems.
6. Technical/Requirements Representative Certification
