About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document authorizing a sole source procurement under unusual and compelling urgency authority. The contracting activity is the 638 Supply Chain Management Group (SCMG), 411th Supply Chain Management Squadron (SCMS) under DLA/AWB, with Purchase Request Number FD2060-26-00516. The requirement involves a one-time Firm Fixed Price contract with Bell Helicopter Textron Inc. (CAGE 97499), a large business, for 10 units of TH-1H Cylinder Assembly (Flight Control Actuator Assembly, NSN: 1650-01-187-9395HL, PN 205-076-056-107). The estimated contract value and unit cost are redacted in the document. The contract period of performance is projected at 60 days from award, with delivery required within 60 days.
The justification is based on 10 U.S.C. 3204(a)(2) for unusual and compelling urgency, driven by critical fleet shortage affecting 27 aircraft in the training fleet. The component is a Safety of Flight item experiencing reliability issues with 33 active Product Quality Deficiency Reports and a newly implemented 7,200-hour Time Change Interval, creating a monthly demand rate of 1.58 units. Bell Textron is the only vendor currently capable of providing 10 new units meeting specifications within the required timeframe. Market research identified six qualified sources in the Source Qualification Statement, but alternative vendors cannot meet the urgent timeline: Woodward HRT Inc. can only provide 5 units in 52 weeks; Dakota Air Parts offers 10 units but overhauled non-conforming items; Vision Air Services and Turbine Controls LLC have no availability; and Malmrose Heli (the current repair vendor source of quality defects) has only 1 unit overhauled with 3 additional units available in 45 days. First Article Testing has been waived for the OEM. A long-term strategic procurement effort is underway with expected award in Fiscal Year 2028, positioning this sole source award as a temporary bridging solution until competitive procurement can proceed.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
The Requirement Office is 638 Supply Chain Management Group (SCMG), 411th Supply Chain Management Squadron (SCMS) / GULBA. The Contracting Office responsible for this proposed contracting action is DLA/AWB. The Purchase Request Number is FD2060-26-00516.
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This document approves the award of a Firm Fixed Price (FFP) one-time procurement contract on a sole source basis to Bell Helicopter Textron Inc (CAGE 97499) for 10ea TH-1H Cylinder Assembly, A. This justification is made on an Individual basis.
Due to the circumstances described herein, the activity requests authority to procure the NSN listed in this individual J&A document using Other Than Full and Open Competition as prescribed by RFO 6.103-2, Unusual and Compelling Urgency.
This action will result in the award of an one-time procurement contract for 10ea assets to be delivered within 60 days of award.
This sole source requirement will be purchased from the following company:
Bell Helicopter Textron Inc.
3255 Bell Helicopter Blvd Fort Worth, TX 76118-7630
CAGE 97499
Large Business
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
This requirement is for the one-time procurement of the Flight Control Actuator Assembly, NSN: 1650-01-187-9395HL, PN 205-076-056-107, applicable to the TH-1H training helicopter. This will result in a Sole Source Firm Fixed Price (FFP) one time buy contract with a projected period of performance of 60 days.
The total estimated amount of this procurement is $ The estimated cost was derived using the Rough Order of Magnitude (ROM) provided by Bell Textron on 27 Jan 2026 via email.
NSN QTY U/I Estimated Unit Cost Estimated Total
1650-01-187-9395HL 10 $ $
The NSN was evaluated and assigned an AMC of 1: Suitable for competitive acquisition for the second or subsequent time.
This item was also given an AMSC of C: This part requires engineering source approval by the design control activity in order to maintain the quality of the part. While the AMC/AMSC assignments dictate a competitive acquisition, the Government does not have that ability to compete this effort due to the urgent and compelling need. Bell Textron is currently the only vendor that can meet the specific needs of this requirement including quantity and delivery.
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(2), Unusual and compelling urgency.
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
This requirement is generated due to a critical fleet shortage. There are currently no assets available at the wholesale level to support the 27 aircraft in the fleet. This Safety of Flight component is experiencing a significant negative trend in reliability, with 33 active Product Quality Deficiency Reports (PQDR) and a recent implementation of a new Time Change Interval (TCI) of 7200 hours further exacerbates the supply strain. This item currently has a monthly demand rate of 1.58, and with the PQDRs originating from the current repair vendor, Malmrose Heli (CAGE 7X7H2), it is expected that the Government will not
March 2026 Page 3 of 4March 2026 Page 3 of 4 be able to produce any assets in the near future utilizing this contract vehicle to fill orders.
First Article Testing is waived for the OEM according to AFMC IMT 260 dated Mar 25, 2026. This will further reduce schedule for this urgent requirement by not requiring First Article testing time.
The Government is currently working on a long-term strategic procurement effort to sustain the life of this component. That effort does not expect to award until Fiscal Year 2028. A short-term solution to address the critical supply situation is needed, and Bell Textron is the only vendor capable of providing this. Bell Textron has stated via email that they currently have 10ea Cylinder Assemblies available for immediate purchase and delivery within 60 days. Failure to execute this purchase will have severe consequences for the Air Education and Training Command (AETC). Without these critical components, AETC will be unable to successfully achieve its pilot-training objectives. This shortfall would, in turn, degrade the operational readiness of Combat Search and Rescue (CSAR) organization and their ability to execute their global mission utilizing USAF rotary-wing aircraft.
There are currently six vendors listed in the Source Qualification Statement (SQS). This record is controlled by AFLCMC/WIH (previously AFLCMC/WIUE). Bell Textron is one of the qualified sources. The need to go to Bell Textron is only dictated by the fact that they have the amount of required assets immediately available and are conforming to the technical requirements of the Government. There is no fore-casted dependency on Bell Textron to be the only available source in the future, therefore any future procurements can be competed openly amongst qualified sources.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
A Market Research Report was started on 27 Jan 2026. Previous Procurement History was searched, with past purchases being from Woodward HRT Inc. (CAGE 81873) for 10ea in May 2016 and Dakota Air Parts Intl. (CAGE 1BXA8) for 26ea in Oct 2016. A Sources Sought Synopsis was not started as this is an Urgent and Compelling need, and is not required in accordance with DFARS PGI 206.303-2 and confirmed by the Procuring Contracting Officer (PCO). A surplus search was conducted on 26 Mar 2026. Four vendors were found, but none are qualified sources. None of the vendors are also reporting quantities nearing the requirement, with the most offered being 2ea at DaVinci Aircraft (CAGE 5YT78). Internet searches also found only one qualified source listing any items, which was only for 1ea and overhauled which would not meet the Government's needs. The Federal Logistics Information System (FLIS) searches found no new vendors, qualified or unqualified.
Six vendors have been identified in the SQS and during research, to be qualified to provide this component.
Bell Helicopter Textron Inc.
CAGE 97499
Technical Drawing is under Bell Textron as the OEM. Identified as a Qualified Source by AFLCMC/WIH. Currently has 10ea available for purchase immediate at the price of $ each.
Woodward HRT Inc.
CAGE 81873
Identified as a Qualified Source by AFLCMC/WIH. Can provide 5ea in 52 weeks at a price of $ This will not meet the current requirement due to schedule.
Dakota Air Parts International Inc.
CAGE 1BXA8
Identified as a Qualified Source by AFLCMC/WIH. Can provide 10ea within the desired time frame, but the items are overhauled and do not meet specifications.
Vision Air Services
CAGE 4J8C0
Identified as a Qualified Source by AFLCMC/WIH. A request for pricing and availability was sent on 26 Mar 2026 via emails listed in FLIS, vendor states that they do not have any available.
March 2026 Page 4 of 4
Malmrose Heli Services Inc.
CAGE 7X7H2
Identified as a Qualified Source by AFLCMC/WIH. Has 1ea overhauled units available, with the capability of obtaining an additional 3ea within 45 days. Overhauled items run the risk of not meeting specifications, and this vendor is the source of the current PQDR trend
Turbine Controls LLC
CAGE 6VBW9
Identified as a Qualified Source by AFLCMC/WIH. A request for pricing and availability was sent on 26 Mar 2026 via emails listed in FLIS, no response received.
The capability to fill this particular requirement is best met by Bell Textron Inc (CAGE 97499) as the OEM of this item. The Government is best served by purchase of the 10ea items immediately available from Bell Textron within 60 days, to fill a compelling and urgent need. No other vendor is currently capable of providing the 10ea items in a short time and within specifications. In order to qualify additional sources, the Government would increase the time it would take to obtain these items, increasing the risk substantially that it would not be able to support its current mission.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
Failure to procure these 10ea TH-1H Cylinder Assemblies would cause significant grounding of aircraft for AETC. Without these critical components, AETC will be unable to successfully achieve its pilot-training objectives. This in turn, would degrade the operational capabilities of all Combat Search and Rescue organizations and would lead to loss of life of pilots and other service-members that these organizations support.
Failing to ensure that components are to the specifications needed, as a Safety of Flight component, would cause the catastrophic loss of TH-1H aircraft and crew.
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
This procurement effort, for an urgent and compelling need, is not the strategic sustainment plan for this item. This effort is needed to ensure that aircraft are still serviceable until a long-term procurement effort is in place. A separate long-term effort is underway and will not have an urgent need to go to one source, being able to compete amongst all qualified vendors as outlined in the SQS therefore removing competitive barriers.
