About this file
This is a Request for Information (RFI) for the F-15 Maintenance Testability Analysis Program, issued by the U.S. Air Force to conduct market research for specialized engineering services. The Government seeks potential contractors with Secret-level security clearances to provide technical expertise and engineering staff to implement hardware and software updates, support F-15 production, and conduct modifications to maintain and improve reliability and maintainability of F-15 peculiar avionics systems. The requirement is expected to be a 3-year contract with a 1-year basic period plus two 1-year ordering periods. The acquisition strategy involves on-site contractor personnel at Warner Robins Air Force Base, where the Government will provide computers and work stations. This is currently a sole-source acquisition to NGC, with the most recent contract awarded in 2021 under GSA Contract Number GS-00F-128CA, continuing through FY26.
The RFI covers numerous F-15 avionics systems including test stations (AIS Indicator and Controls Test Station AN/GSM-229, Digital ADTS), displays (Multi-Purpose Display, Multipurpose Color Display), control panels (Integrated Communications Control Panel, Main Communications Control Panel, Up Front Control Panel), and processing units (Flight Control Computer, Radar Target Data Processor, Air Data Computer). Contractor support encompasses engineering investigations for Product Quality Deficiency Reports and Material Improvement Programs, system-level maintenance analysis, parts qualification testing, Test Program Set re-host analysis, logistics/engineering studies, vertical testability analysis, and technical data generation. Responses to the Contractor Capability Survey (Parts I and II) must be received by March 18, 2026, submitted via email to Daniel Gochenaur (daniel.gochenaur.4@us.af.mil) and Lauren Mitchell (lauren.mitchell.6@us.af.mil). The Government will not reimburse participants for survey expenses, and participation does not guarantee future contract awards. Small businesses, joint ventures, and teaming arrangements are encouraged to respond; no small business set-aside decision has been made.

Request For Information F-15 Maintenance Testability Analysis Program
The Government is conducting market research to identify potential sources that possess the technical expertise, capabilities, and experience to meet qualification requirements to implement hardware and software updates to the F-15 Maintenance Testability Analysis Program components. The potential source must maintain a clearance at the Secret level. These services include providing the technical expertise and engineering staff necessary to implement the hardware and software updates, F-15 production support, and modifications necessary to maintain and improve the Reliability and Maintainability (R&M) of the F-15 peculiar avionics. This acquisition will continue a contractor sustainment effort that corrects system level deficiencies.
The contractor sustainment effort provides the technical expertise and engineering staff necessary to implement the hardware and software updates, F-15 production support, and modifications necessary to maintain and improve the Reliability and Maintainability (R&M) of the F-15 peculiar avionics. Specifically, this includes engineering investigations in support of Product Quality Deficiency Reports (PQDR) and Material Improvement Programs (MIP) for the F-15 aircraft peculiar avionics. Additionally, the contractor support includes performing system level maintenance analysis, part’s qualification testing, Test Program Set (TPS) re-host analysis reviews, logistic/engineering studies, vertical testability analysis, and engineering investigations for the Government. The Government has determined the most efficient method to accomplish the requirements is to place contractor personnel on-site within the facility that houses the F-15 Peculiar Systems Maintenance Testability Analysis Program (MTAP).
Samples will not be provided for supplier to evaluate. The Government will supply computers and work stations for the contractor located on Warner Robins AFB.
Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
This is currently a sole source acquisition to NGC. The most recent contract was awarded to NGC in 2021 on GSA Contract Number GS-00F-128CA. Our current acquisition strategy is a five-year Requirements Contract (basic plus four one-year ordering periods) and will continue through
FY26.
As stated, this service is currently sole sourced to NGC. There is no manufacturing to be done nor data to own from this contract since it is a service contract. The government does not have assets available to provide to another company for reverse engineering or training of personnel on these systems. This requirement is being considered for a stand-alone contract with NGC.
This RFI is conducted in accordance with FAR 15, 52.215-3, Request for Information or Solicitation for Planning Purposes:
Request for Information or Solicitation for Planning Purposes (Oct 1997)
(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
(b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
(c) This solicitation is issued for the purpose of obtaining information relative to an upcoming effort specialized engineering services concerning F-15 Peculiar Systems.
INSTRUCTIONS:
1. The document(s) below contain a description of the F-15 peculiar avionics requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.
2. If, after reviewing these documents, you desire to participate in this process, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities.
3. ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort:
a. No set aside decision has been made; however, the Government will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability.
Please ensure that you provide a thorough response to each question. If your company does not currently possess the full capability required to fulfill the entire requirement, what teaming/partnership/joint venture/subcontracting arrangement do you have in place to fulfill the government needs? Providing evidence of this arrangement, e.g. emails, letter, etc. that demonstrates a united response to this RFI is highly encouraged, but not required. The evidence should state the type of arrangement and the role each member will fulfill. If you are only interested in being a subcontractor to the future awardee, state the portion of the work that your organization has capability of fulfilling.
b. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
4. Both large and small businesses are encouraged to participate in this Market Research.
Joint ventures or teaming arrangements are encouraged.
5. Questions relative to this market survey should be addressed to the Daniel Gochenaur, at daniel.gochenaur.4@us.af.mil.
