About this file

This document is a Request for Information (RFI) for repair services of two UH-1N helicopter components: the Turret FLIR Unit and Universal Hand Control Unit. The Air Force is conducting market research to identify potential repair sources for these items, with Teledyne FLIR Defense as the Original Equipment Manufacturer. The repair services strategy involves a five-year contract with projected quantities of 2 units per year, supporting combat search and rescue operations. The components are part of the AN/AAQ-46 Star SAFIRE 380HDc System, with the Turret FLIR Unit being a gyro-stabilized multi-sensor imaging system and the Universal Hand Control Unit controlling turret and laser functions.

Respondents are required to submit capability survey responses by close of business on 5 June 2025, with submissions sent via email to Leigh Ann Taylor and Tosha Taylor. The RFI encourages participation from both large and small businesses, with small businesses invited to identify potential set-aside opportunities. Interested parties must provide detailed documentation demonstrating capabilities in repair services, technical data generation, quality assurance processes, configuration management, and inventory tracking. The Government has determined these items can be commercially repaired and does not currently own the technical data rights for the components.

UH-1N Turret FLIR Unit and Universal Hand Control Unit

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to repair the Turret FLIR Unit, and Universal Hand Control Unit applicable to the UH-1N components listed below:

NOUN NSN P/N

Turret FLIR Unit 5855-01-680-9196 3290008-7006

Universal Hand Control Unit 6625-01-658-2797 3204853-10

This requirement is for repair services. Our repair services strategy is a five(5)-year contract (basic one (1)-year plus four (4) one(1)-year ordering periods) and will continue through FY31. The projected quantities will be Best Estimated Quantities (BEQ) of 2 per year.

The Government’s needs for repair services are required in order to support current combat search and rescue operations. The UH-1N is a utility helicopter that is used by the Air Force for missile site surveillance, nuclear convoy protection and search and rescue missions.

The Turret FLIR Unit, and Universal Hand Control Unit (UHCU) are used on Air Force UH-1N aircraft. The Turret FLIR Unit (TFU) is part of the AN/AAQ-46 Star SAFIRE 380HDc System, an airborne forward looking thermal imaging system. The Turret FLIR Unit (TFU) consists of a gyro-stabilized, multi-sensor imaging system. It contains a sensor suite payload (imager) inside, which includes a Mid Wave Infrared (MWIR) sensor. The imager is mounted on an inner azimuth and inner elevation axis, resulting in a total of four separate mechanical axes of stabilization. Gyroscopes in the payload stabilize the TFU against platform-induced vibration and motion.

The Universal Hand Control Unit (UHCU) is part of the AN/AAQ-46 Star SAFIRE 380HDc System, an airborne forward looking thermal imaging system. The Universal Hand Control Unit (UHCU) controls turret and laser functions with the use of switches. Switches are used for changing Field-overview, Freezing the video image, Adjusting the gain, Level, Focus controls, and Controlling system power and a variety of other system functions. Guarded switches are provided for the laser payload options.
