HTAWS Enablement Card for UH-1N Helicopter GNS-530 Navigation Computer

The Government is conducting market research to identify potential sources that possess the data, expertise, capabilities, and experience to meet qualification requirements to purchase the non-stock listed Helicopter Terrain Awareness Warning System (HTAWS) Enablement Card for the UH-1N Helicopter GNS-530 Garmin Navigation Computer (NSN 5826-01-667-5541, P/N 011-01066-00).

The part number (P/N) for the HTAWS Enablement Card is as follows: P/N 010-00882-01. The HWAWS Enablement Card has an Acquisition Method Code (AMC/AMSC) of 3/B. AMC 3 is defined as “acquire, for the second or subsequent time, directly from the actual manufacturer”. AMSC B states this part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD- STD-10. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained.

The Original Equipment Manufacturer (OEM) for the HTAWS Enablement Card is Garmin (CAGE: OTRC3). The technical data required to manufacture the HTAWS Enablement Card is not owned by the Government and has been determined to be uneconomical to acquire the data or rights to the data by purchase or reverse engineering. The Government does not own or have access to the data for these items. The Government has determined that this system is a commercial item as defined in FAR 2.101.

The contractor shall furnish all material, support equipment, tools, test equipment, and services.

The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.

Garmin is the OEM and the known sole source contractor for manufacture/purchase of this item.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.

The Government does not intend to award a contract based on this request or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. This solicitation is issued for the purpose of identifying any additional potential repair sources capable of repairing these assets.

INSTRUCTIONS:

The document(s) below contains a description of the HTAWS Enablement Card procurement requirements and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.

1. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities.

2. ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participating in this effort:

a. No set aside decision has been made; however, the Government will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability.

Please ensure that you provide a thorough response to each question. If your company does not currently possess the full capability required to fulfill the entire requirement, what teaming/partnership/joint venture/subcontracting arrangement do you have in place to fulfill the government needs? Providing evidence of this arrangement, e.g. emails, letters, etc. that demonstrates a united response to this RFI is highly encouraged but not required. The evidence should state the type of arrangement and the role each member will fulfill. If you are only interested in being a subcontractor to the future awardee, state the portion of the work that your organization has capability of fulfilling.

b. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

3. Both large and small businesses are encouraged to participate in this Market Research.

Joint ventures or teaming arrangements are encouraged.

4. Questions relative to this market survey should be addressed to Logistics Manager, Wendy Bloodworth, at wendy.bloodworth@us.af.mil.

This requirement is for procurement. Our procurement strategy is a one-year contract. The projected total quantity will be 7 units each. The Government’s need for procurement services is required to support the current combat search and rescue operations. UH-1N is a utility helicopter that is used by the Air Force for missile site surveillance, nuclear convoy protection, and search and rescue missions. The Helicopter Terrain Awareness Warning System (HTAWS) Enablement Card is a mission-essential item used on the GNS-530 Navigation Computer. The GNS-530 Navigation Computer is in the center of the instrument panel on the Air Force UH-1N aircraft and receives GPS, navigation, communication, weather, and traffic alerts from various systems and antennas located on the UH-1N aircraft. The HTAWS Enablement Card is used on the GNS-530 Navigation Computer Unit to confirm clearance maintenance from terrain and obstacles.
