About this file
This is a Request for Information (RFI) market survey for specialized engineering and technical services supporting F-15 Eagle Radar Reliability and Maintainability (R&M) engineering services. The Air Force is seeking to identify potential sources capable of providing these services to the Aircraft Supply Chain Management Squadron F-15 Avionics Engineering (409 SCMS/GUEA) at Robins Air Force Base, Georgia. The requirement is anticipated to be sole-sourced to Raytheon Company due to their manufacturing of F-15 radar systems and possession of proprietary corporate knowledge regarding design and maintenance. The Government does not own complete data rights for these systems and lacks assets for reverse engineering or personnel training by other contractors.
The scope of services includes reliability and maintainability improvement issues, bad actor failure investigations, Material Improvement Projects (MIP), hardware and software maintenance and design tasks, F-15 Radar System Bench support, first article support, FMS action items, part investigations, replacement test station technical support, obsolete part qualifications, and Avionics System Test Bench support. The work focuses on F-15 radar systems including AN/APG-63V(x), AN/APG-70, AN/APG-82(V)1, and AESA-related radars, along with supporting Line Replaceable Units and Shop Replaceable Units. The acquisition strategy is a five-year Requirements Contract with a basic period plus four one-year ordering periods extending through FY29, with bridge task orders anticipated before the five-year contract award. A SECRET-level security clearance is required, and foreign participation is prohibited. Responses must be submitted by email no later than March 23, 2026, to Madison Norris (madison.norris@us.af.mil) with a copy to Joseph Jones (joseph.jones.81@us.af.mil). The RFI includes a Contractor Capability Survey requesting business information, facility capabilities, technical data generation experience, personnel qualifications, engineering service capabilities, quality assurance processes, relevant contract history, radar systems experience, and approaches to overcome data limitations.

This requirement is anticipated to be sole source to Raytheon Company. The F-15 radar systems are manufactured by Raytheon, and the Government does not own all the data rights to all of these systems. Also, only Raytheon possesses the corporate knowledge to support the radar systems, as they have the personnel who were originally involved in the design and maintenance of these systems. The Government does not have assets available to provide to another company for reverse engineering or training of personnel on these systems.
The most recent contract was awarded to Raytheon in 2020 on DLA Captains of Industry Contract Number SPRBL1-15-D-0017-P00076. Our current acquisition strategy is a five-year Requirements Contract (basic plus four one-year ordering periods) and will continue through FY29. The Government also anticipates awarding one- year bridge task orders to provide contract coverage leading up to the 5-year contract award.
