About this file

This is a Memorandum for File documenting a synopsis waiver determination for a Defense Logistics Agency (DLA) solicitation. The memorandum, dated August 14, 2026, is issued by Contract Specialist Logan M. Hurtz of DLA Weapons Support at Oklahoma City and pertains to solicitation SPRTA1-26-Q-1399 for PR 26-01399.

The synopsis waiver is granted under the exception provisions of FAR 5.101(b)(1) based on three criteria: the acquisition value does not exceed the simplified acquisition threshold; the solicitation will be made available through the GPE (Government Point of Entry); and offerors will be permitted to respond electronically via email. The memorandum confirms that electronic commerce techniques, as defined under 41 USC Section 426, satisfy the requirements for waiving the synopsis publication requirement. The solicitation will be conducted through Contract Opportunities, and the complete solicitation package will be available electronically, allowing public access and electronic response submission. Consequently, no formal synopsis publication is required for this acquisition.

MEMORANDUM FOR FILE

SUBJECT: Synopsis Waiver

Exception is taken to this requirement solicitation SPRTA1-26-Q-1399 for PR 26-01399 of the synopsis publicizing IAW with FAR 5.101(b)(1)exception:

(i) Is for an amount not expected to exceed the simplified acquisition threshold.

(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.

(iii) Permits the public to respond to the solicitation electronically.

Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.

Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
