The cognizant engineering activity has determined that data to control reliability limits are not defined nor can they be adequately drafted by the government.

Because of the critical application of this part, no action will be taken. GE is currently the only source able to meet the Government’s requirements. The Original Equipment Manufacturer (OEM) of this item is General Electric Company. The OEM is the only known contractor that has the data, parts, expertise, tools and test equipment necessary to supply sufficient components to meet the Government’s needs.

The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. If the proposal exceeds the Truth in Negotiations Act threshold IAW FAR 15.403-4(a), the contractor will be required to provide certified cost or pricing data. A detailed cost analysis and price analysis will be accomplished, as necessary. The Defense Contracting Management Agency or Defense Contract Audit Agency may be contacted to assist with the analysis.

Market research, in accordance with FAR Part 10, was conducted on 09 Jun 21 by inquiry of the Joint Engineering Data Management Information and Control System, the Military Engineering Data Asset Locator System, the Contractor Integrated Technical Information System, Haystack, Parts Manufacturer Approvals, Google, and the Thomas Register. This research revealed there is not a commercial item available to meet this requirement. The item described in Section III is used in military applications and no commercial or non-developmental substitutes are available.

This part is coded AMC/AMSC: 3V as described in section V and since neither qualification testing of another part or use of a second source part in the intended application is permitted, reverse engineering is not feasible.

The Government will continue to synopsize the requirement, and rescreen the item for changes in data and source availability.
