SUPPLIES OR SERVICES AND PRICES/COSTS

OVERHAUL, TT&E and REPAIR

This solicitation contemplates the award of a ten year Indefinite Delivery Quantity (IDIQ) contract. Five year Basic and 5 year Option to be negotiated prior to end of basic contract.

(a) The contractor shall furnish all material, plant facilities, labor, parts, equipment, and expertise necessary to perform the Overhaul, calibration and functional test required to restore Government furnished repairables to a like‐new condition. The contractor shall also accomplish necessary packing and preservation and packaging and return to the Government in completely serviceable condition, at the unit price(s) established at the time of award, the items of Air Force equipment listed below, all in accordance with the provision hereof and the Work Specification in Section J hereof.

(b) Overhaul is the process of significantly or completely disassembling an item to its individual components; reworking, rehabilitating, or replacing worn or damaged components; reassembly; and test such that the item is returned to its original life expectancy (i.e. reliability), or nearly so.

(c) TT&E and Basic repair requirements in accordance with the PWS: All end items shall be cleaned, disassembled, components inspected, and tested according to applicable TOs and OEM specifications. Test, Teardown, Evaluate (TTE) shall be performed and shop findings report delivered to the government contracting officer (as described in paragraph 1.4.1).

The contracting officer will disseminate the shop findings report to the appropriate technical and logistics personnel for review. The government will, in return, provide instruction to the contractor concerning the continued course of action based on the asset condition and government demand for the asset. If the asset is determined to be repairable then repair activity shall follow the procedures as described in the TO or OEM procedures. Regardless of initial (TTE) results, a complete and full acceptance test of end‐item asset following reassembly is required to bring the asset to a serviceable condition. If any component part does not meet inspection requirements as specified in the applicable technical documents, or if there is any doubt as to its serviceability or longevity, the Contractor shall replace the component if it cannot be restored to a serviceable condition.

(d) End items that require only the parts from the 100% replacement list are to be considered for Basic Repair. All components shall be repaired to the latest configuration. The work encompasses cleaning, inspection, assembly, testing, and finishing actions required to return the repaired item to a serviceable condition. If any component part does not meet inspection requirements as specified in the applicable TO, or if there is any doubt as to its serviceability or longevity, the Contractor shall replace the component if it cannot be restored to the original life expectancy, or nearly so. The Contractor will be allowed to cannibalize from other units to allow as many basic repair as possible. Certain parts shall be replaced one‐hundred percent (100%) of the time during each repair event and are specified in section 5. The pricing for these items shall be included in the basic repair cost.

(e) A Pre‐Award Survey and/or Initial Production Evaluation (IPE) is required. Details are provided in Appendix A, paragraphs

1.2 and 1.3 respectively.

(f) Qualification requirements apply. Interested vendors that have not been previously qualified for this acquisition must submit a Source Approval Request (SAR) package to the Source Development, Small Business Office at 405‐739‐7243. As prescribed in

FAR 9.202(e), the contracting officer need not delay a proposed award in order to provide a potential offeror with an opportunity to demonstrate its ability to meet the standards specified for qualification.

(g) This acquisition may involve technology that has a military or space application. The only contractors who may participate are those that are certified and registered with the Defense Logistics Information Service (DLIS) (1‐800‐352‐3572) and have a legitimate business purpose. In order to receive any technical data related to this acquisition, offerors must be registered with

Beta.SAM at https://beta.sam.gov/ . Requests for data are to be submitted to aflcmc.ezgtp.PubSale@us.af.mil for Drawings and directly to the PCO and/or buyer for Technical Orders (TOs). The request must be accompanied by a copy of the current and approved DD Form 2345. The form, including instructions for completing the form, is available at: http://www.dtic.mil/whs/directives/infomgt/forms/forminfo/forminfopage2220.html The Government is not responsible for misdirected, incorrect, or untimely requests.

(h) Commercial Asset Visibility Air Force (CAVAF) Reporting: CAV AF is a web based system used to permit the reporting of

Government Furnished Material (GFM) transactions during the execution of Contract Depot Maintenance contracts for the purpose of providing visibility of assets.

(i) The Service Contract Labor Standards (SCLS) formerly Service Contract Act (SCA) will be applicable to this effort.

(j) Option Year I for an additional 5 years period of performance will be negotiated, and a proposal will be requested one year prior to the base year ending.

(k) Dates listed in clauses DFARS 252.216‐7006 and FAR 52.216‐22 are based on the estimated award date. These dates will be updated prior to award based on the actual award date.

(l) Item Unique Identification (IUID) marking is required in accordance with DFARS 252.211‐7003. Contractor determined location and method of marking is acceptable.

(m) In the event that DFARS clause 252.217‐7001, Surge Option, is invoked, quantities and prices will be negotiated at that time.

(IAW FAR 9.206-2)

(a) Definition: "Qualification Requirement," as used in this clause, means a Government requirement for testing or other quality assurance demonstration that must be completed before award.

(b) One or more qualification requirements apply to the supplies or services covered by this contract. For those supplies or services requiring qualification, whether the covered product or service is an end item, the product, manufacturer, or source must have demonstrated that it meets the standards prescribed for qualification before award of this contract. The product, manufacturer, or source must be qualified at the time of award whether or not the name of the product, manufacturer, or source is actually included on a qualified products list, qualified manufacturers list, or qualified bidders list. Offerors should contact the agency activity designated below to obtain all requirements that they or their products or services, or their subcontractors or their products or services, must satisfy to become qualified and to arrange for an opportunity to demonstrate their abilities to meet the standards specified for qualification.

Item No Agency Name/Address

(c) If an offeror, manufacturer, source, product or service covered by a qualification requirement has already met the standards specified, the relevant information noted below should be provided.

Offeror's Name ______________________________

Manufacturer's Name _________________________

Source's Name ______________________________

Item Name _________________________________

Service Identification _________________________

Test Number _______________________________ (to the extent known)

(d) Even though a product or service subject to a qualification requirement is not itself an end item under this contract, the product, manufacturer, or source must nevertheless be qualified at the time of award of this contract. This is necessary whether the Contractor or a subcontractor will ultimately provide the product or service in question. If, after award, the Contracting Officer discovers that an applicable qualification requirement was not in fact met at the time of award, the Contracting Officer may either terminate this contract for default or allow performance to continue if adequate consideration is offered and the action is determined to be otherwise in the Government's best interests.

(e) If an offeror, manufacturer, source, product, or service has met the qualification requirement but is not yet on a qualified products list, qualified manufacturers list, or qualified bidders list, the offeror must submit evidence of qualification prior to award of this contract. Unless determined to be in the Government's interest, award of this contract shall not be delayed to permit an offeror to submit evidence of qualification.

(f) Any change in location or ownership of the plant where a previously qualified product or service was manufactured or performed requires reevaluation of the qualification. Similarly, any change in location or ownership of a previously qualified manufacturer or source requires reevaluation of the qualification. The reevaluation must be accomplished before the date of award.
