Q&A Attachment 1 25 March 2020

The following question and answers are applicable to this solicitation, Government answers are in red lettering.

Subject: Request for clarification and extension of Solicitation FA8118-20-R-0016

In reviewing the data obtained, we have discovered what appears to be certain errors or misprints in at least T.O. TO 15A4-56-3 as compared to T.O. 15A4-55-3 and within TO 15A4-56-3 itself.

1. T.O. 15A4-56-3 Secondary Heat Exchanger appears to contradict itself between pages 2-

1 and 7-1.

a. Under Special Tools and Equipment in T.O. 15A4-56-3, Chapter 2, Page 2-1, T.O.

15A4-56-3 calls out Tool/Equipment Number 201346310-01 Easel, Core Stacking.

However, in T.O. 15A4-56-3, Chapter 7, Page 7-1 under Heat Exchanger Core Assembly and Braze, it calls out Tool/Equipment Number 20731904-10 for an Easel, Core Stacking.

b. Both refer to Figure 2-7

c. The question is which Tool/Equipment Number do we use for this Technical

Order? It is recommended to use 201731904-10 for both the primary and secondary heat exchangers due the height constraints of 201346310-01. The contractor has the option to use their own tooling and is not required to use the government tooling. The heat exchangers still must meet all drawing and TO constraints but tooling is optional.

d. T.O. 15A4-55-3 Primary Heat Exchanger calls out the same Easel Tool/Equipment Number 20134310-01 in both T.O. 15A4-55-3, Chapter 2 and T.O. 15A4-55-3, Chapter 7. It is recommended to use 201731904-10 for both the primary and secondary heat exchangers due the height constraints of 201346310-01. The contractor has the option to use their own tooling and is not required to use the government tooling. The heat exchangers still must meet all drawing and TO constraints but tooling is optional.

2. Screw, flat socket head cap, 1/4-20 x 1.25 and screw, flat socket head cap, 1/4-20 x .75 have the same 91253A544 part number but with two different lengths.

a. This is a McMaster-Carr Part Number 91253A544 and this part should be 1.25 length. We would need a different part number for the .75 length. Could not locate part on the drawings described but it is recommended that the contractor use their discretion on tooling.

3. Rib, Angled, Part Number 201731768-03 is listed as a component on both Brace, C-5

Weldment, Part Number 201731768-10 & Brace, C-5 Weldment, Opposite, Part Number 201731768-20.

a. We assert that 201731768-03 should be removed from 201731768-20. Index 4 and 5 on drawing 201731768 are identical in use. Not to mention Index 5 does not have a plate thickness specified. Again tooling is not required. This part of the tooling has nothing to do with the weldment of the heat exchangers.

4. Receptacle, Part Number 201731771-03 calls out quantity 2 per, but it should only be used once on Core Clamping Plate, Part Number 201731771-10. Does not need to be addressed. Tooling is optional for the contractor to use and if they decide to use it they should use their engineering judgement when manufacturing it.

We are requesting a 60-day extension to the Solicitation FA8118-20-R-0016 submit date as these and other items are rectified. Solicitation will be extended for 30 days.

We also note the following concerns with respect to the “First Delivery: 30 days ARO Funded Order or Repairable Assets, whichever is later” timeframe in Block 9 of Solicitation FA8118-20-R- 0016:

T.O. 15A4-56-3 and T.O. 15A4-55-3 both require the construction of at least fourteen (14) tooling fixtures. Eight (8) of the list below are large and complex: Tooling is not a requirement of this contract. The government tooling drawings were provided as an aid to the contractor to produce the heat exchangers. The contractor has the freedom to use any tooling they deem necessary for remanufacturing the heat exchangers.

1. 201731774-01 Fixture, Welding (see illustration on next page)

2. 201731770-01 Frame, Braze Brazing core

3. 201731770-10 Assembly, Core Leak Test Testing

4. 201731770-05 Spacer, Stacking Middle Stacking core

5. 201731770-07 Spacer, Stacking Top/Bottom Stacking core

6. 201731770-03 Shim, Top/Bottom Plate Stacking core

7. 201731904-10 Easel, Core Stacking core (see illustration below)

8. 201731757-01 Fixture Assembly, Welding

9. 201731756-01 Frame, Braze

10. 201731757-10 Assembly, Core Leak Test Testing

11. 201731756-13 Spacer, Stacking Middle Stacking core

12. 201731756-15 Spacer, Stacking Top/Bottom Stacking core

13. 201731756-03 Shim, Top/Bottom Plate Stacking core

14. 201346310-01 Easel, Stacking

201731774-01 Fixture, Welding

201346310-01 Easel, Core Stacking core

It is our assertion that it will not be possible for any contractor to complete the construction of all necessary tooling/equipment fixtures in addition to making repairs to the first asset within the “First Delivery: 30 days ARO Funded Order or Repairable Assets, whichever is later”. Tooling is optional and the contractor may use their own tooling. The heat exchangers must still meet all other specifications on the TO and/or the drawings.

We highly recommend a minimum of “First Delivery: 300 days ARO Funded Order or Repairable Assets, whichever is later”, followed by 30 days ARO for each asset.
