SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

1. Agency and contracting activity. Department of Commerce, Fisheries OMB Field Delegates and

Northwest Fisheries Science Center, Environmental and Fisheries Sciences Division, Manchester Research Station.

2. Description of supplies or services required to meet agency needs (including the estimated value). The Manchester Research Station requires emergency repair of an 80-ton York brand air-cooler chiller that provides chilled seawater for the sablefish aquaculture program. This unexpected repair involves replacing three faulty compressors in circuit #2, associated labor, and ensuring the chiller is restored to full functionality. Because of the faulty compressors the chiller is currently operating at 50% capacity, which is not adequate to provide a consistent supply of chilled seawater to the research station. Failure to repair the chiller will risk the livelihood of thousands of cultured sablefish and pacific salmon that depend on chilled seawater. 4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

□ Compatibility to existing systems or equipment - The required parts and service must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement. This company (MacDonald-Miller) installed the chiller currently needing repair, and their technicians have unique and valuable site-specific knowledge of the chiller and the associated hatchery system. Furthermore, their service technicians are certified to service York-brand chillers and have access to York-brand and compatible parts that are required for this repair and will maintain the integrity and functionality of the chiller.

□ Urgency – The nature of the requirement has been deemed urgent due to unusual and compelling circumstances. Following competitive procedures would result in unacceptable delays resulting in serious injury to the Government and loss of valuable fish life. Timely repair is necessary to ensure a reliable source of chilled seawater that is essential for the health and livelihood of the thousands of fish being raised at the Research Station. Fish are at risk of death as water temperatures rise above 15 degrees C. Losses of fish would be devastating to the sablefish aquaculture program, on-going research, and industry (CRADA) collaborators. Additionally, high summertime air temperatures are putting additional strain on the chiller and are exacerbating the need for chilled seawater to maintain fish health and livelihood.

5. Market Research.

A quote for parts and labor necessary to complete the repair was provided by MacDonald-Miller.

Market research, including soliciting colleagues’ professional experience and performing internet searches for other local companies that service York-brand chillers, was conducted. Other companies were found to not be suitable because they are not certified to service York brand equipment, or they do not service large industrial chillers. No other suitable companies for this urgent repair were identified.
