About this file

This is a Single Source Determination document using Simplified Acquisition Procedures (SAP) for a federal contract action not exceeding the Simplified Acquisition Threshold.

The Department of Commerce, NOAA Acquisition and Grants Office (AGO), Fisheries OMB Field Delegates and the Alaska Region require professional services to track the daily use of Recreational Quota Entry (RQE) charter halibut stamps on charter vessel logbooks. The sole source identified for this requirement is the Alaska Department of Fish and Game (ADF&G), directed by Bonnie N. Jensen. The determination justifies single-source procurement based on ADF&G's unique capability and existing infrastructure. ADF&G is the only entity with an electronic logbook platform already mandated under State of Alaska regulations for all saltwater charter operators, which can be readily adapted to document charter halibut stamp usage. Additionally, NOAA Fisheries and ADF&G maintain an existing data sharing agreement that facilitates the required data exchange protocols. The requirement stems from 2023 Congressional amendments to the Magnuson Stevens Act authorizing NOAA Fisheries to collect fees from charter vessel operators to fund the RQE's halibut quota purchases. No other agency or vendor is positioned to effectively and efficiently deliver this service. Market research was deemed not applicable given the absence of alternative sources. The determination was certified by Kelly Chang (Contracting Officer Representative) and Jamal Moss (Deputy Regional Director) and approved by Contracting Officer Heather Mahle on June 6, 2026.

SINGLE SOURCE or BRAND NAME DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

1. Agency and contracting activity.

Department of Commerce, NOAA Acquisition and Grants Office (AGO), Fisheries OMB Field Delegates and the Alaska Region.

2. Description of supplies or services required to meet agency needs (including the estimated value).

Professional services to track the daily use of Recreational Quota Entry (RQE) charter halibut stamps on charter vessel logbooks.

3. Identification of the single source or the brand name to be solicited.

Alaska Department of Fish and Game (ADF&G)

Bonnie N. Jensen, Director Division of Admin Services Phone: 907-465-3497 Email: bonnie.jensen@alaska.gov

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

Only one source is capable – In 2018, NOAA Fisheries implemented regulations that authorize the non-profit Recreational Quota Entity (RQE) to work on behalf of the Alaska charter (i.e. guided sport) halibut businesses by purchasing a portion of the halibut quota that is currently allocated to the Alaska commercial fishery. In 2023, U.S. Congress amended the Magnuson Stevens Act to authorize NOAA Fisheries to develop regulations necessary for the collection of fees from charter vessel operators to fund the RQE for its purchases of halibut quota from the commercial fishery. As a result, NOAA Fisheries will issue electronic stamps to charter operations, but requires ADF&G to track the daily use of charter halibut stamps on charter vessel logbooks and subsequently share this data with the agency.

ADF&G is the only entity able to execute the desired services, which are needed to fully implement the RQE halibut stamp program. ADF&G already has an electronic logbook platform that is required under State of Alaska regulations for all saltwater charter operators. The logbook can already been adapted to document the use of charter halibut stamps. NOAA Fisheries and ADF&G already have a data sharing agreement currently in place, which will facilitate many of the protocols of ADF&G’s sharing of the logbook data with NOAA Fisheries.

No other agency or vendor is in a position to effectively and efficiently deliver this service to NOAA Fisheries.

5. Market Research.

Market research is not applicable, as there is no other entity with the ability provide the desired service.

I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
