About this file
This is a Sources Sought Synopsis issued by the Department of the Air Force, Air Force Materiel Command (AFLCMC/EBHKB) at Hill Air Force Base to conduct market research on potential suppliers for egress components used in T-6A and T-38C military aircraft. The synopsis number is FD2020-26-MBUKIDIQ, and the proposed NAICS code is 325920 (Explosive Manufacturing) with a size standard of 750 employees. The Air Force seeks to identify responsible sources capable of engineering and manufacturing 23 specific impulse cartridges, initiators with various time delays ranging from 0.17 to 1.30 seconds, and under-seat rocket motors (USRM). Products of interest include cartridges for canopy jettison, primary and secondary ejection, seat initiation, and impulse cartridges designated by military specifications such as CCU-153 through CCU-157, CCU-172/A, CCU-185/A, and MK137/MK138 USRM variants.
Responses must be submitted by 3:00 PM on September 30, 2026, and should include relevant experience performing engineering, manufacturing, inspection, and testing of similar impulse cartridges and rocket motors within the past five years, along with company profile information including employee count, office location, CAGE Code, DUNS Number, and small business designation status. The government is particularly interested in small business concerns, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned enterprises, and requests disclosure of any anticipated teaming arrangements with clear delineation of prime and subcontractor responsibilities. No reimbursement will be provided for response costs, no contract will be awarded from this synopsis, and the government has limited technical data available. Interested parties should contact Ms. Lauren Johnston at (801) 586-6015 or lauren.johnston.4@us.af.mil with questions. Martin-Baker Aircraft Co LTD in the United Kingdom (CAGE Code U1604) possesses the capability and drawings for these items, and potential offerors must independently obtain access to all necessary manufacturing data.
