Construction Project Manager – Entry Level The Construction Project Manager – Entry Level will support FBI related projects, to include but not limited to construction, design/build, architecture and engineering, space management, facilities management, real estate, and leasing of complex construction projects. This position description provides a baseline of technical areas; however this list does not restrict performance requested on other related assignments. The general responsibilities of the Construction Project Manager – Entry Level are as follows, to include but not limited to:

· As required, provide on-site construction management support during mobilization, site preparation, construction, fit-out, commissioning and occupancy.

· Assists the assigned Program Manager and/or COR, Senior Construction Project Manager and Construction Project Manager in the planning, management direction, project completion, client satisfaction, and financial outcome of assigned construction projects.

· Interfaces with clients to define project requirements. Majority of issues are tenant improvements and finishes.

· Monitors all phases of construction including design, compliance, construction, occupancy, quality control, staffing, and budget management.

· Assists in the coordination of various events in the planning, ordering, installation and follow-on life cycle.

· Participates in coordinating the personnel and resources required to complete the project.

· Assists with managing paperwork and multiple projects, maintains, and updates status logs, and contributes to progress reports produced for clients.

· Assists in the development of Statements of Work (SOWs), cost estimates and budgets, timelines and schedules, follows-up on pre-installation activities, prepares reports for Project Managers on the status of all services provided for specific technology projects, coordinates and assists in the development of electronic and written materials for project management proposals, presentations, and status updates.

· Reviews schedule, and aligns project work plan and deadlines with requirements.

· Monitors on-site processes, procedures, and systems for compliance with construction drawings, security requirements, and code compliance.

· Assists PM in tracking progress of project against goals, objectives, timelines, and budgets.

· Facilitates client meetings regarding project matters.

· Works closely with other functional areas of the organization, project contractors, internal team members, external collaborators, customers and suppliers.

· Conducts customer satisfaction assessments electronically, by phone and/or in person, uses computer applications such as spreadsheets, word processing, calendar, and e-mail and database software in performing work assignments.

· Assists the PM in coordinating all contractual requirements, design drawings, and project specifications that include but are not limited to: On-site Project Management, Earned Value Management and Project Controls, Contractor Billings, weekly meetings, meeting minutes and documentation, project monthly report generation, change management reports, contract administration, punch-list management, warranty review and procurement, as-built document procurement.

· Other duties may be assigned.

Qualifications The Construction Project Manager – Entry Level shall have the following qualifications:

· Working towards a degree and or a professional certification in construction management or other related field with a minimum of 3 years work experience within the construction industry.

· Proven ability to manage multiple projects/activities in a dynamic fast pace environment.

· Superior communication and organization development skills.

· Strong interpersonal skills and ability to work with and manage cross-functional teams.

· Experience with Microsoft Office and industry project management software.

· Must possess skills, experience and capabilities in OSHA certification, project scheduling, and document control.

SPECIALTY EXPERTISE QUALIFICATION

Architect
· Bachelor’s degree in Architecture from NAAB accredited university.

· Proficient in AutoCADD, Revit or similar 3-D drafting program.

· Relevant experience in architectural aspects of design and construction phases.

Electrical Engineering
· Bachelor’s degree in Electrical Engineering from ABET accredited school.

· Knowledge of building codes related to high and low voltage electrical infrastructure.

· Relevant experience in electrical engineering aspects of design and construction phases.

Mechanical Engineering
· Bachelor’s degree in Mechanical Engineering from ABET accredited school.

· Knowledge of building codes related to mechanical and plumbing infrastructure.

Legat / Overseas PM Work
· Develop and maintain Legat Project Portfolio Database based on FBI Record Management Guidelines, Acquisition Security Guideline and Department of States Construction Security Guidelines.

· Coordinate within the Legat project stakeholders to develop and maintain Project Portfolio with essential information necessary to include forms, charts and graphs or any other supporting documents.

· Provide the Team PM and construction personnel with travel coordination to obtain required documents and approval, passports, visa, electronic country clearances and visit authorization request etc.

· Bachelor's degree (BA/BS) from 4-year College or university.

· Minimum four years of related experience.

· Able to travel far distance up to 24 hours on an airplane to reach project site. PM shall be able to travel to a location that may be on the State Department’s danger pay list. Once on site, PM shall be able to get around by walking, climbing or crawling indoors or outdoors and in adverse weather conditions.

Construction Project Manager – Mid Level The Construction Project Manager – Mid Level will support FBI related projects, to include but not limited to construction, design/build, architecture and engineering, space management, facilities management, real estate, and leasing of large and complex construction projects. This position description provides a baseline of technical areas for the Construction Project Manager; however this list does not restrict performance requested on other related assignments. The general responsibilities of the Construction Project Manager – Mid Level are as follows, to include but not limited to:

· As required, provide on-site construction management oversight during mobilization, site preparation, construction, fit-out, commissioning and occupancy.

· Provides support in the planning, management direction, project completion, client satisfaction, and financial outcome of assigned construction projects.

· Interfaces with clients to define project requirements. Majority of issues are tenant improvements and finishes.

· Reviews schedule, and aligns project work plan and deadlines with requirements.

· Monitors on-site processes, procedures, and systems for compliance with construction drawings, security requirements, and code compliance.

· Coordinates and monitors the completion of activities in all phases of the project cycle.

· Monitors and oversees the project design or construction effort, to include but not limited to risk management, security and safety compliance, etc.

· Attends meetings (on-site/off-site or video conferencing), and provides official project status reports per the frequency required (daily, weekly, bi-weekly, etc.).

· Assembles a high performance integrated project team when required, to include all stakeholders, manages communication, and manages expectations throughout the entire project.

· Assists the Contracting Officer and COR with acquisition planning, technical reviews, execution, and administration. Collects requirements, prepares SOWs, conducts market research, and develops sole source justifications, as appropriate. Assist the government representative in reviewing documentation.

· Provides project management support in any form, demonstrating compliance with all directives and other applicable standards to include, records management.

· Provides technical support on a daily basis to all customers, manages electronic documents, serves as the liaison for other customer groups related to all projects, provides expertise, monitors security related issues, and maintains a coordinating relationship with the government agency, its clients, and external partners to include the architect-engineers, construction contractors, and other contractors supporting the government.

· Utilizes interpersonal skills to successfully work with all stakeholders including customers, regulators and property owners.

· Directs all construction and administrative activities at the project site in accordance with pre-established policies, project schedules, budgets, drawings, specifications, and procedures. Attends site visits and/or pre-bid conferences, coordinates construction activities with other contractors and performs post occupancy evaluations.

· Assists with the transition of projects to those customers responsible for ongoing maintenance of space.

Qualifications The Construction Project Manager – Mid Level shall have the following qualifications:

· BA or BS degree with at least five years of experience or ten years of experience in a construction, architecture, or engineering related field in lieu of the education requirement.

· Experience with Microsoft Office and Industry Project software packages to include but not limited to latest versions of Microsoft Project, Primavera, AutoCADD, Revit, Prolog, etc.

· Experience with coordinating with architects and engineers to create design and construction documents. Experience with reviewing design document submittals, reviewing cost and schedule estimates, collecting, preparing, and reporting programmatic information.

· Fluent in project management principles and how to implement Project Management principles.

· Ability to analyze all relevant project-related information and communicate project status and major issues in writing or verbally.

· Ability to read and interpret drawings and specifications, interpret contract terms and conditions, working knowledge of CPM scheduling, communication skills, intermediate computer skills and Leadership skills.

· Project Management of Federal Government construction projects is preferred.

· Professional certifications are preferred to include but not be limited to Certified Construction Manager (CCM), Project Management Professional (PMP), Professional Engineer (PE), American Institute of Architects (AIA), Registered Architect (RA), etc.

· Establishing and maintaining all Testing Agency correspondence, supplemental instructions, and sketches. Establish and maintain files for City inspections to include all correspondence.

· Establishing and maintaining all Contractors reports which include submittals, correspondence, supplemental instructions, sketches, Requests for Information (RFI), Requests for Changes (RFC), and all correspondence between the architect, engineer, testing agency, and the contractor.

Construction Project Manager – Senior Level The Construction Project Manager – Senior Level will support FBI related projects, to include but not limited to construction, design/build, architecture and engineering, space management, facilities management, real estate, and leasing of large and complex construction projects. This position description provides a baseline of technical areas for the Senior Construction Project Manager; however, this list does not restrict performance requested on other related assignments. The general responsibilities of the Construction Project Manager – Senior Level are as follows, to include but not limited to:

· As required, provides on-site construction management oversight during mobilization, site preparation, construction, fit-out, commissioning and occupancy.

· Provides the leadership, oversight, and overall responsibility for the timeliness, completeness, and quality of multiple construction projects.

· Interfaces with clients to define requirements.

· Provides general oversight of many of the duties and tasks that must be accomplished in the construction and renovation of government real property.

· Able to manage a large multi-faceted project.

· Manages the Project Management Team by maintaining a coordinating relationship with the government agency, its clients, as well as, with the architect-engineers, construction contractors and other contractors supporting the government. When required, delegates tasks and provides technical assistance to the team to include subordinate Project Managers-Mid Level or Assistant Construction Project Managers. Responsible for quality of work products and timeliness of delivery by those team members.

· Provides deep understanding and knowledge of each phase of the construction process, including architectural design and creations of development documents by architects and engineers. Communicates with project team, architects, clients, vendors of the products they are using, and subordinate staff.

· Oversees projects, including tracking metrics and updating logs, leads meetings, user needs and schedule are met.

· Prepares documentation such as the scope of work, technical reviews, and miscellaneous reports.

· Develops charters, acts as a Change Agent Manager, responsible for accountability of project, defines roles and responsibilities, performs project tracking, adopts project management best practices, promotes customer involvement, applies lessons learned from recent projects, promotes good working relationships, enforces effective change control, developing contingency planning and providing recommended solutions, exemplifies project management development and manages project priorities.

Qualifications The Construction Project Manager – Senior Level shall have the following qualifications:

· Bachelor’s Degree in Construction Management, engineering, architecture or other related field.

· Professional certifications required. Examples include Certified Construction Manager (CCM), Project Management Professional (PMP), Professional Engineer (PE), American Institute of Architects (AIA), Registered Architect (RA), etc.

· 15 years of experience managing multi-faceted projects.

· Proven ability to manage multiple projects/activities in a dynamic fast pace environment.

· Superior communication and organization development skills.

· Experience in managing people. Have strong interpersonal skills and ability to work with and manage cross-functional teams.

· Expert in Microsoft Office and industry/project software packages to include but not be limited to latest versions of (PM Prolog, Newforma, Microsoft Project, Primavera, RS Means, Buzz saw or other cloud based construction management protocols, etc.).

Professional Project Manager – Entry Level The Professional Project Manager – Entry Level will assist/lead, as appropriate, individual multi-disciplined real estate design and construction project solutions of varying complexity for clients, with direct accountability for project delivery. This position description provides a baseline of technical areas of the Professional Project Manager – Entry Level; however this list does not restrict performance requested on other related assignments. The general responsibilities of the Professional Project Manager – Entry Level are as follows, to include but not limited to:

· Assists/manage all facets of project management (budget, schedule, procurement, communications, quality & risk) for individual real estate projects including planning, design, construction, occupancy and closeout.

· Demonstrates capability to read, understand and apply standard documents affecting real estate projects, including but not limited to: agreements/contracts, leases, work letters, project charters, surveys and drawings.

· Interfaces directly with clients to define project requirements.

· Prepares / reviews project documents including scope of work, project delivery resource requirements, cost estimates & budgets, work plan schedules & milestones, communications & reports quality control, and risk identification.

· Identifies project delivery resources from pre-qualified lists; Conducts simple request for proposals; completes bid analysis with management support.

· Recommends resources to clients.

· Assists / leads project delivery resources/team (i.e. internal service providers) providing project guidance and direction to achieve project goals.

· Implements communication plan for meetings and written reports/meeting minutes to keep client and project resources informed.

· Facilitates project meetings.

· Implements project documentation governance aligned with organization and client requirements.

· Ensures project data integrity and documentation is accurate, timely and coordinated.

· Tracks progress of each project against goals, objectives, approved budgets, approved timelines.

· Reports status and variances.

· Creates action plans to meet objectives, budget and schedule.

· Implements change management routines to assess change requests, make recommendations, secure client approvals, and issue change orders.

· Assesses change requests to determine impacts to scope, budget, schedule, quality and risk with management support.

· Implements standard risk management routines with management support, to identify project risks, develop risk mitigation and contingency plans, and implement action plans to reduce or eliminate project risks.

Qualifications The Professional Project Manager – Entry Level shall have the following qualifications:

· Bachelor's degree (BA/BS/BEng/BArch) from College or University and/or equivalent related experience.

· Prior Project Management experience is preferred.

· PMP (US and/or Canada) and LEED AP preferred.

· Excellent written and verbal communication skills.

· Strong organizational and analytical skills.

· Ability to provide efficient, timely, reliable and courteous service to customers.

· Ability to effectively present information.

· Requires knowledge of financial terms and principles.

· Ability to calculate intermediate figures such as percentages, discounts, and/or commissions.

· Conducts basic financial analysis.

· Ability to monitor construction costs against established budget.

· Demonstrated capability to read, understand, and apply standard project documents, including but not limited to: agreements / contracts, budgets, schedules, work letters, project surveys, and drawings.

· Ability to understand and carry out general instructions in standard situations.

Furniture
· Assist the client with oversight and overall management of their assigned furniture projects.

· Coordinate and assist in ensuring the agency’s furniture requirements for new facilities and renovations of existing FBI spaces are met within code and on schedule.

Be responsible for the daily tracking, logging and monitoring of all Furniture Requisition Packages (FRP) for all locations and communicating with the Project Lead to minimize install delays and dual rent requirements.

· Establish, coordinate, and maintain the project schedule. Document all issues pertaining to furniture procurement, delivery, installation, and customer satisfaction.

· Assist in the development of RWAs for FBI approval to process GSA PBS purchases on behalf of the FBI. Evaluate and recommend process improvements to existing procedures to effectively align the furniture program with ongoing space acquisition improvements within FLSD.

· Assist with the budget cycle requirements such as (not limited to) spend plans, reconciliation, and development of the annual budget. Maintain a current project status of all furniture projects in the FBI’s existing program database in alignment with current space acquisition and revitalization initiatives. Identify and communicate various code, accessibility, and ADA violations to the Furniture Program Manager.

· Serves as a point of contact throughout the Migration Planning Process.

· Maintains thorough knowledge of current and future space needs and understanding of the business direction and changing workplace needs.

· Executes change management process for unplanned and special project requests.

· Provides business case analysis and documentation that meet the Client’s requirements and are consistently in alignment with Client’s goals and objectives.

· Ensures occupancy plans are aligned with client and corporate strategies.

· Establishes project goals and objectives, including, but not limited to, schedule parameters. Develops project-level and portfolio-level solutions based on interpretation of the program data and preparation of recommendations.

· Partners with client leadership in researching, evaluating, and improving client and service delivery processes.

· Ensures scope of work is in compliance with statement of work and contracted service level agreements.

· Minimum five years experience directly related to the delivery of strategic planning services; or equivalent combination of education and experience.

· CAFM software experience is preferred.

· Professional Registration in Architecture or Interior Design preferred.

· Certification in Corporate Real Estate, LEED or Facilities Management preferred.

Professional Project Manager – Mid Level The Professional Project Manager – Mid Level will assist the client with oversight and overall management of their assigned projects. Functional responsibilities will be that of a Project Manager with a broad based knowledge of lease activity, construction trades, and facility maintenance. Thus a PM with a facilities background will be most appropriate for this role. This position description provides a baseline of technical areas of the Professional Project Manager – Mid Level; however this list does not restrict performance requested on other related assignments. The general responsibilities of the Professional Project Manager – Mid Level are as follows, to include but not limited to:

· Attend regular and special project meetings as required. Meetings may be at the project site or nearby offices. Meetings may be in person, conference calls or video teleconferences.

· Create and update project reports and communications on regular schedules and as needed to support special requests. Reports/communications will include all project information related to scope, schedule, budget, issues, and other relevant information. Reports/communications may include charts and pictures.

· Create, set-up and maintain a project filing, record keeping and documentation system. Update the various Project Management Information Systems (PMIS) that may be used on each project to include client and other government systems.

· Provide overall project management functions to include monitoring and controlling the project and communicating across all project stakeholders, initiating the project, planning the project, executing the project and closing the project

· During the service provider acquisition phase provide assistance to the government contracting officer with contract procurement, answering bid or request for proposal (RFP) questions, attending/participating in site visits (or market surveys), attending/participating in pre-bid conferences, preparing/issuing solicitation amendments for review and approval by the contracting officer and performing cost/bid/proposal analysis.

· During the design phase provide design technical reviews, code compliance reviews, constructability reviews, analysis of value engineering proposals, preparation of cost estimates, cost analysis, cost control and cost monitoring, site investigations and site surveys, scheduling, review of design scope changes, leading/attending design review meetings, performing market studies (related to contractor interest) and assisting client offices with phasing and move planning as needed to support the project.

· During the construction phase, manage, monitor and recommend approval/disapproval of project submittals, review and monitor project tasks and schedules for progress with emphasis on milestone completions, lead or assist in problem resolution to include developing the Government’s position, maintain marked up sets of plans and current drawings and specifications, perform routine inspections of construction as the work progresses, identifying work that does not conform to contract requirements and taking action to notify appropriate personnel/contractors in order to correct the shortfalls, compiling lists of defects and omissions, monitoring project financial data and budgets, monitoring and controlling project change orders by developing proposal requests, preparing cost estimates, reviewing cost proposals, assisting in negotiations and preparing change order packages, leading and conducting regular progress meetings to review progress, cost and schedule and resolve issues. Document each meeting through notes and minutes, coordinate construction activities with FBI managers and personnel, monitoring of hazardous material abatement work, assist the contracting office with preparation of progress payments, oversee and monitor the range of commissioning services for the project.

· During the project close out phase perform post occupancy evaluations, assist with preparing lessons learned, close out all accounting and financial accounts, assist with developing and implementing move-in and move-out plans, provide move coordination and relocation assistance, provide coordination and oversight of client installed systems and equipment such as furniture, phones, cabling, IT systems, locks and alarms, file and archive all project information such as documents, specifications, drawings and other types of information, assist with transitioning the project over to the office responsible for the long term management of the space.

· Physical Abilities - The duties and tasks involved in this position may require some physical exertion, such as bending and twisting, climbing, pulling, pushing, carrying, crawling into tight space or other effort. The position may include some outdoors time for construction surveying, inspection or related work. The main duties and tasks involved in these jobs are usually performed sedentary in indoor environment.

Qualifications The Professional Project Manager – Mid Level shall have the following qualifications:

· Professional degree in a technical discipline is required.

· Minimum of 5 years Project Management experience in commercial construction development is required.

· A Project Management Professional (PMP) or a Certified Construction Manager (CCM) certificate is highly desired.

· Strong knowledge of Microsoft Office tools required.

· Must be knowledgeable of construction disciplines, to include civil, architectural, mechanical, electrical and electronic engineering and information technology principles.

· Broad-based understanding of project management with strong planning, problem solving, and organizational skills.

· Ability to maintain overview of entire project while continuing to attend to detailed technicalities.

· Capable of independent decision making, possess a high degree of individual initiative, and be able to function with no supervision.

· Must have in-depth knowledge of US Government Secured Compartmented Information Facility (SCIF) construction.

· Excellent interpersonal, written and verbal communication skills with strong leadership, project management, team building and presentation skills required.

· Demonstrated experience in project leadership and team management.

Architect
· Bachelor’s degree in Architecture from NAAB accredited university.

· Registration as a licensed Architect.

Electrical Engineering
· Bachelor’s degree in Electrical Engineering from ABET accredited school.

Mechanical Engineering
· Bachelor’s degree in Mechanical Engineering from ABET accredited school.

Legat / Overseas PM
· Develop and maintain Legat Project Portfolio Database based on FBI Record Management Guidelines, Acquisition Security Guideline and Department of States Construction Security Guidelines.

· Develop, organize and maintain standard forms, documents and design drawing standard that are unique to FBI Facilities and Logistics Services Division Overseas Legat program.

· Bachelor's degree (BA/BS) from 4-year College or university in engineering, architecture or construction related field. Minimum eight years of related experience. Experience can offset specific degree requirement.

· Experience in prior national security government projects with in depth knowledge of the current US Government Inter-Agency Security Committee (ISC) standards and national security construction standards.

· Knowledge of Department of State construction policies and regulations is encouraged.

· PgMP (Program Management Professional) or PMP (Project Management Professional) certifications preferred.

· Able to travel far distance up to 24 hours on an airplane to reach project site. PM shall be able to travel to a location that may be on the State Department’s danger pay list. Once on site, PM shall be able to get around by walking, climbing or crawling indoors or outdoors and in adverse weather conditions.

Project Controls
· Establishing and maintaining all files, submittals, daily reports, and contractor daily reports.

Furniture
· Assist the client with oversight and overall management of their assigned furniture projects.

· Coordinate and assist in ensuring the agency’s furniture requirements for new facilities and renovations of existing FBI spaces are met within code and on schedule.

· Provide management, tracking and oversight of procurement, delivery and installation of furniture for all FBI facilities.

· Assist the Furniture Program Manager in eliciting, evaluating, integrating, and coordinating information between the requestors and the program.

· Assist in the review of proposed designs and layouts for suitability and to identify potential issues.
