About this file

This is a Market Research Questionnaire issued by the Federal Bureau of Prisons for wastewater sampling and laboratory analysis services at Federal Correctional Institution (FCI) Three Rivers located in Three Rivers, Texas. The questionnaire is designed to gather information from potential contractors to support market research and acquisition planning for an anticipated solicitation related to wastewater treatment facility compliance and monitoring.

The Government seeks contractor capabilities for sample collection, transportation, accredited laboratory analysis, and regulatory compliance-reporting to support the facility's Texas Pollutant Discharge Elimination System Permit No. WQ0013461001. Anticipated services include weekly grab-sample monitoring for carbonaceous biochemical oxygen demand, total suspended solids, ammonia nitrogen, and dissolved oxygen; monthly monitoring for E. coli and pH; and five-times-per-week monitoring of flow and chlorine residual. Contractor responsibilities are expected to encompass furnishing sample containers, preservatives, labels and related supplies; collecting representative samples from designated monitoring locations; preparing and maintaining chain-of-custody documentation; and providing laboratory analysis and reporting. This is a pre-solicitation notice issued solely for market research purposes, and responses are not required to participate in any future solicitation. No contract award will be made based on this notice, and respondents will not be reimbursed for preparation or submission costs.

SOURCES SOUGHT / MARKET RESEARCH QUESTIONNAIRE

Wastewater Sampling and Laboratory Analysis Services Federal Correctional Institution Three Rivers - Three Rivers, Texas FCI Three Rivers is conducting market research in accordance with RFO Part 10 for an anticipated requirement for commercial wastewater sample collection, transportation, laboratory analysis, and compliance-reporting support. The Government seeks industry input before developing a new Statement of Work and finalizing the division of responsibilities, sampling schedule, turnaround times, contract structure, and pricing units.

This notice is for market research and acquisition-planning purposes only. It is not a solicitation, request for quotation, or request for proposal. The Government will not award a contract based on this notice and will not reimburse respondents for response costs. A response is not required to participate in any future solicitation.

PRELIMINARY REQUIREMENT SUMMARY

Regulatory basis: services will support compliance with FCI Three Rivers Wastewater Treatment Facility TPDES Permit No. WQ0013461001 (EPA ID TX0130052), including any renewal, replacement, or amendment in effect during performance.

Current permit monitoring includes weekly grab-sample testing for carbonaceous biochemical oxygen demand (5-day), total suspended solids, ammonia nitrogen, and dissolved oxygen; monthly grab-sample testing for E. coli and pH; and five-times-per-week monitoring of flow and chlorine residual.

Anticipated services may include furnishing sample containers and preservatives; scheduled sample collection at the permitted monitoring point; chain-of-custody documentation; temperature-controlled transport; accredited laboratory analysis; quality-control review; electronic analytical reports; DMR-ready result summaries; and prompt notification of results that may exceed permit limits.

The permit also contains annual soil-monitoring requirements when treated effluent is applied by irrigation. Potential services include December-through-February composite soil sampling and analysis for pH, electrical conductivity, nitrogen forms, plant-available phosphorus and potassium, and related reporting. The final scope will identify which services are recurring, conditional, or separately ordered.

Respondents should identify which measurements must be performed immediately on site, which analyses can be performed off site, any sample-holding or courier limitations, and recommended performance standards that will protect sample integrity and support timely regulatory reporting.
