About this file

This is a pricing template spreadsheet designed for calculating labor costs and Service Contract Act (SCA) price adjustments under FAR 52.222-43 for the FCDAS (Facilities, Communications, and Data Services) O&M (Operations and Maintenance) contract with the National Oceanic and Atmospheric Administration (NOAA) under the Department of Commerce. The template contains four primary labor cost calculation sections: a Teamsters Collective Bargaining Agreement (CBA) template, an FJCC (likely a facility or labor classification) template, an SCA template, and an Exempt Employee template.

The Teamsters template includes six labor categories (Shift Lead, Shift/Day Float, O&M, Antenna Tech, IT, and Logistics) with wage rates ranging from $59.74 to $69.84 per hour, mandatory fringe benefits, voluntary benefits, and calculations for both productive and nonproductive hours across 2.0 FTEs, with a total labor cost of $2,331,961.17 across 25,656 compensable hours. The FJCC template covers five labor categories (M&O Laborer, Plumber, Powerhouse Electrician, Powerhouse Operating Engineer, and Powerhouse Operating Engineer Lead) with wage rates from $80.26 to $93.03 per hour, totaling $2,139,927.83 for 20,800 hours at 10.0 FTEs. The SCA template includes three labor categories (Administrative Assistant, Guard I, and Guard II) with rates from $22.72 to $30.25 per hour, totaling $373,581.94 for 12,480 hours at 6.0 FTEs. The Exempt Employee template lists six management positions (Facilities Manager, IT Manager, Operations Manager, Project Manager, Safety Manager, Security Guard Manager) with rates from $42.44 to $88.08 per hour, totaling $967,175.04 for 12,480 hours at 6.0 FTE positions. The template also provides standardized labor category rate guidance from multiple sources (SciTech, GSA CALC, and OASIS) across five service categories—Scientific Services, Engineering Services, Analytical Services, Program Operation Services, and Scientific Information Services—each with four experience levels and corresponding rate ranges, designed to support independent government cost estimates and contractor pricing proposals.

Rate Development

Satellite Domain

Labor Categories and Rates
Rev 1.0 - September 2017

Recommended ProTech Satellite Domain labor rates appear on tab "ProTech LCats & Rates", in Column H "Average". Since the rates were averaged from several sources, it is possible to also identify a range of rates, bounded by one sample standard deviation below (Column G) and above (Column I) the average rate. Rates below the Lower Range bounds should be judged unrealistic: Programs are likely to have difficulty filling and/or retaining quality staff at such rates. Rates above the Upper Range bound may in fact be realistic and reasonable. The "ProTech Ceiling" guidance of Column J is an average of awarded ceiling rates. Assessment will need to be conducted on a company-by-company basis. "OASIS Ceiling" rates are generally higher than ProTech ceiling rates and are based on larger samples of wider geographic distribution.

Rate uniformity may be an issue to consider. While small rate variations occur between different types of scientists, engineers, and analysts, significant rate variations were identified among categories in the Program Operation Services and Scientific Information Services. Program managers, for instance, generally outearn trainers or technical writers, application developers generally outearn data processors. Accordingly, cost estimate biases may be observed in requirements where, for instance, technical writers or trainers significantly outnumber program, budget and/or financial managers. The bias will not be observed in cases with nearly equal numbers of these labor categories. Columns K and L of tab "Source 3, OASIS Blended" provide analysis of this issue.

For initial release 1.0 labor rates for ProTech Satellite Domain labor categories were developed considering three sources. This information is provided for reference, but probably unnecessary for IGCE development or price realism/reasonableness determination.

(1) Final-year rates from the SciTech IDIQ, delivered by NESDIS CFO acquisition liaison. Different SciTech and ProTech labor categories and, in some cases, levels, necessitated a mapping and blending of SciTech rates. The mapping is found on tab "Source 1, SciTech Blended."

(2) GSA Contract-Awarded Labor Category (CALC) rates -- refer to https://calc.gsa.gov. As with SciTech rates, there was not a ready one-to-one relationship to ProTech labor catgories and levels, so mapping and blending was required. Aspects of the mapping and blending are found in "Source 2, GSA CALC Blended." For any given ProTech labor category, the CALC tool offered many different possible mappings and levels. In general, the mapping based on the largest number of contracts was judged to be the most widely representative and used. Note that several higher levels of labor categories were not found to have suitable mappings and therefore left blank.

(3) OASIS IDIQ ceiling rates -- refer to https://portal.fas.gsa.gov (registration as a federal employee required).
