Performance Work Statement Summary: FCCO Vehicle Gate and Fence Replacement

This is a Performance Work Statement (PWS) for the replacement of two dilapidated cantilevered vehicle gates and associated security fencing at the Four Corners Construction Office (FCCO), Upper Colorado Basin Regional Office, located at 1235 La Plata Highway, Farmington, NM 87401. The project involves complete demolition and replacement of aging gate infrastructure and realignment of fence sections that have contributed to gate operator failures. The estimated period of performance is one week to complete all work after labor, materials, and equipment are sourced.

The contractor must execute four primary work phases: (A) Demolition & Site Prep—removal of existing gate leaf, hardware, operators, and wiring; removal of approximately 61 linear feet of adjacent fencing; utility locates and protection; and excavation for new posts to engineered depth; (B) Structural & Hardware Installation—setting three posts (two roller posts plus one receiver/latch post) in concrete footings for North and East vehicle gates, installation of gate frames with cross-bracing and finish (powder coat or galvanizing), installation of cantilever rollers/trolleys (qty 4 per gate), guide rollers and receiver/catch hardware, fence post realignment, and installation of approximately 61 linear feet of new galvanized chain link fence with three-strand barbed wire topper; (C) Automation, Safety & Access—furnishing and installing identical slide gate operators sized for 20-foot span, wiring and commissioning safety photo eyes per UL requirements, and providing standalone keypad access with conduit, cabling, and programming; and (D) Electrical & Controls—providing power to operator location with trenching, conduit pulls, and panel tie-in by licensed electrician, and programming/testing operator logic, safety devices, and access control. The contractor must comply with UL 325 and ASTM F2200 standards, provide brief Operations & Maintenance training to FCCO staff on automatic and manual gate operation, deliver all operation and maintenance manuals, and provide a minimum one-year warranty on workmanship with manufacturer warranties per product line. No government-furnished equipment or materials apply. All contractor employees must identify themselves as contractors, and security procedures must be followed with potential security checks on contractor personnel. Information related to keypads and manual gate operations is designated Official Use Only – Sensitive (FOUO/Sensitive).

PERFORMANCE WORK STATEMENT (PWS)

FCCO Vehicle Gate and Fence Replacement

DATE revised: May 12, 2026

1.0 INTRODUCTION:

1.1 Upper Colorado Basin Regional Office, Four Corners Construction Office (FCCO): The area of fencing where the vehicle gates are located has not been updated in decades. Reclamation has gone through multiple incidents in the past few years, when one or the other gate operators have failed. The gate operators cannot be repaired due to the age of the components. Fence alignment adjacent to vehicle gates is out of alignment and needs to be removed and replaced. Re-alignment of the fence will remove one of the major contributors to the failure of the existing gates.

2.0 SCOPE: FCCO has an immediate need to replace a dilapidated set of cantilevered vehicle gates. It needs to be re-aligned and the associated security fences need to be replaced. The location of the project is at Four Corners Construction Office, 1235 La Plata Highway, Farmington NM 87401. The period of performance to complete the project is estimated to be one week.

A. Demolition & Site Prep

1. Remove existing gate leaf, hardware, operator (if any), and associated wiring. Contractor to haul-off and properly dispose of debris. In addition, the contractor must remove the adjacent fencing (should not exceed approximately 61 linear feet) and any poles require to ensure the proper operation of the cantilevered vehicle gate operation.

2. Utility locates and protect existing services prior to excavation/pier work. (Contractor to arrange.)

3. Existing Fence Posts can be abandoned in place after mitigating interference with gate operations, tripping hazards and then filling with concrete.

4. Excavate for new posts/footings to engineered depth per soil conditions; typical footing budgets are driven by linear footage and depth.

B. Structural & Hardware Installation

1. Set posts (2 roller posts + 1 receiver/latch post) in concrete footing (qty 6) (rebar per code) for the new North and East vehicle gates in concrete; furnish post brackets and hardware compatible with selected rollers/trolley assemblies.

2. Install gate frame for the North and East vehicle entrances (20-ft cantilever) with cross-bracing and finish (powder coat or galvanizing as specified). Material cost shares for cantilever gates commonly place the frame at ~35–45% of total.

3. Install cantilever rollers/trolleys for each gate (qty 4) matched to frame/post geometry (round or square), per manufacturer instructions.

4. Install guide rollers for each gate (top/side, qty 2) and receiver/catch hardware for closed position stabilization.

5. Re-alignment of fence posts to ensure that they don’t interfere with the operation of the vehicle gates.

6. Installation of new fence posts as needed to facilitate the proper operation of the vehicle gates.

7. Installation of approximately 61 linear feet of new galvanized chain link fence with a three-strand barbed wire topper.

C. Automation, Safety & Access

1. Furnish & install identical slide gate operators for each (2) vehicle gate sized for 20-ft span and load; residential heavy-duty to commercial options.

2. Wire & commission safety photo eyes (monitored when required by the operator/Underwriters Laboratories Inc. (UL)), mounted per manufacturer alignment guidelines.

3. Provide keypad access (standalone) at vehicle approach, including conduit, cabling, and programming.

D. Electrical & Controls

1. Provide power to operator location, including trenching/conduit pulls and panel tie-in (by licensed electrician). Typical electrical share runs ~8–12% of the overall gate project.

2. Program & test operator logic (auto-close, obstruction sensing), safety devices, and access control; deliver manuals and as-built wiring diagram. Operator configuration capabilities and ranges are published for representative models.

E. Closeout

1. Training: Brief Operations & Maintenance (O&M) training for end users (manual release, safety checks).

2. Warranty: Minimum 1-year on workmanship; standard manufacturer warranties per product line (e.g., operators list 2 – 8-year parts/motor on certain brands).
