About this file

This document is a Limited Source Justification for the purchase of TFOCA II fiber optic cables. The U.S. Army Operational Test Command has a requirement for specific TFOCA II fiber optic cable assemblies to support their data collection operations. Due to the specialized nature of these assemblies, the contracting officer has justified limiting competition to a single source. The total estimated cost of the requirement is $66,636.72. The contracting activity is the Mission and Installation Contracting Command at Fort Cavazos, Texas. The contracting officer has determined that these TFOCA II assemblies are a brand-name requirement and that only one source is reasonably available to fulfill the urgent and compelling need. The proposed contract will be a fixed-price contract funded through Operations and Maintenance, Army (OMA) funds.

4. Reasons for Authority Cited: These TFOCA-II fiber assemblies will be used to augment and replace the current fiber assemblies that are coming to end of life and are no longer serviceable. These particular TFOCA-II assemblies are made to order and enables seamless integration of our data collection systems with the Test Ranges and the System Under Test (SUT). These assemblies are critical to sustain on-going operational test data collection organizational mission; consequently, these items are an urgent requirement.

These assemblies are the backbone of our data collection network. Failure to procure these TFOCA-II assemblies can result in our inability to collect SUT data. SUT data is needed to answer critical operational issues and concerns, and key performance parameters data for system performance evaluation. An urgent and compelling need exists; failure to procure would result in unacceptable delays in fielding Systems Under Test.

5. Publicizing Contract Actions: The public display and synopsis requirements of FAR 5.101 and FAR 5.203 apply and will be followed.

6. Market Research: U.S. Army Operational Test Command (OTC) Air & Missile Defense

Test Directorate conducted its market research with CHESS, GSA Advantage and Open Market. Consequently, request for proposals were posted on CHESS but receive no bids.

GSA Advantage received bids but was not within the scope of work. Open Market vendor bids were received, technical specifications and costs were reviewed, and selection is made based on delivery timeline and lowest price for equipment that meets required technical specifications.

7. Other Facts: Because these TFOCA-II assemblies are made to order, a Brand Name

Justification was selected. We have a specific need for rodent deterrent coding on some of the fiber. Others have a specific length, keying and mode requirement. This specific brand of fiber is widely used throughout the Army and Test Ranges. In order to connect and integrate with these elements we must use the same products they possess.

8. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
