Whiteriver Service Unit Pharmacy Return Services FBO Sources Sought 75H71222Q00003 - Disposal of Expiring Pharmacy Products

A. INTRODUCTION:

Whiteriver Service Unit (WRSU) has a need for a contractor to provide proper disposal services of expiring pharmacy products. In order to provide a high level of care, WRSU must carry a wide range of pharmacy products.

B. BACKGROUND:

Drug Enforcement Administration (DEA) provides direction regarding proper disposal of expired controlled and non-controlled medications. WRSU is not capable of disposing of the expired medications without outside contractor services. Despite efforts to minimize the amount of expired medications accrued, WRSU needs to have quarterly service visits to process all expired medications from both the Main Pharmacy and the Cibecue pharmacy to meet DEA requirements. By having an outside contractor perform these services, it provides another layer of accountability, since the contractor will be accounting for all disposed controlled substances. Additionally, by utilizing a contractor for our return services, there is the potential to recoup some expenses via a credit system with our supplier, McKesson Medical-Surgical.

C. SCOPE OF REQUIREMENT:

Reverse Distribution Services will include the following:

- Quarterly Scheduled Onsite visits to WRSU

- Handling all outdates, including controlled substances (CII-CV)

- Shipping, processing & disposing of drug products including compound pharmaceuticals, IV solution bags and open package items.

- Generate and complete all necessary paperwork including DEA 222 transfer forms

- Prepare Return Items/Packages for shipping

- Ensure compliance with state, local and federal regulations for returns and disposal

- Ensure regulatory compliance with the DEA & Joint Commission

- Avoid fines & other repercussions for improper handling Returns & Credits

- Traditional Credit Program

- Expectation is to recover the maximum amount of credit to recoup expenses in a timely manner

- Provide procedure or process how Whiteriver will recover maximum amount of credit

These services will save valuable time and resources and ensure that our pharmacy staff can continue to focus on patient care.
