Pursuant to FAR 5.207, Preparation and Transmittal of Synopses, the Department of Interior , Internal Business Center, Acquisition Services Directorate, on behalf of the Office of the Chief Information Officer, is posting a synopsis for the Radio Frequency Monitoring System sole source procurement for operations, maintenance, and sustainment.

(16) Description:

The Department of Interior, Internal Business Center, Acquisition Services Directorate, on behalf of the Office of the Chief Information Officer, intends to award a sole-source contract to L3Harris Technologies, Inc. for the continued operations, maintenance, and sustainment of the Radio Frequency Monitoring System (RFIMS). The Contractor will provide Operations, Maintenance, and Sustainment including, but not limited to, operator training, support for system software lifecycle, Amazon Web Service platform database support, systems support, antenna maintenance and support, and quarterly maintenance on hardware components. In addition, the Contractor is responsible for the implementation of interoperability and functionality with respect to increasing efficiency of the RFIMS. The period of performance for this anticipated effort is 5 years comprised of a 1-year base award and four (4), 1-year option periods.

In accordance with FAR 5.207(c)(15) – The intended source is L3Harris. The reason justifying the lack of competition is provided in accordance with FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. L3Harris is the only qualified source to perform operations, maintenance, and sustainment on the RFIMS because only L3Harris has the rights to modify the patented algorithms that are key components in the system. L3Harris is also the only qualified source to deliver hardware maintenance and support due to their specialized antenna manufacturing and test capability which was designed, developed, tested, and approved during a prior R&D contract to develop the RFIMS.

In accordance with FAR 5.207(c)(16)(ii) this notice is not a request for competitive proposals. However, vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required RFIMS services may submit substantiating written documentation to the points of contact for the Department of the Interior, Emily Mendel and Brian Baker, within fifteen (15) calendar days of this notice (i.e., on/before 27 October 2022). Information received will be considered solely for the purpose of determining whether, and how, to proceed with the planned sole source acquisition for these requirements. A determination by the Department not to conduct a competitive procurement based on the responses to this notice is solely within the discretion of the Department.
