DESCRIPTION: The National Institutes of Health - NIAAA (The Neuroendocrinology Section Laboratory of Physiologic Studies) intends to procure the services of a contractor to provide a TLC Imaging Scanner System and related compliant software to monitor the gene expression levels of key enzymes and measure their activities.
The Lab insists on a chromatography imaging scanner TLC with a Scan that has two independent channels, one for TLC, one for HPLC application, which can be connected to all available detectors each. The TLC strip loaded with the sample is placed on a stage which is moved under the fixed radio-detector to record the chromatogram. HPLC allows for much smaller particles for column packing materials. This means there is a greater surface area for the stationary phase and the components flowing past it, creating better separation. Better separation means better results and easier analysis, making HPLC a highly recommended separation technique. They argue that “because the high sensitivity required by the experiment design to pick up low energy beta such as 3H and 14C used to trace fatty acid incorporation into triglyceride synthesis in mouse liver, only the models RITA Star and AR-2000 meet our research requirements, a lower grade model MiniScanPro system is not capable of detecting 3H and does not have great sensitivity for 14C.” They continue that after extensive market research, they narrowed their search to some models:“The AR-2000 is considered as an industry standard for radiochromatography. I cannot find any other companies that can provide the same capability to provide this type of instruments…”
This proposed procurement is for supplies for which the government does not intend to solicit and negotiate on a sole source basis but rather hereby encourages any vendor able to secure the complete system to provide their quotes.. In order to comply with the requirements in this solicitation number # NICHD-22-179, the responses should be based on our interpretation of the general requirements provided
Supplies Required:
plate TLC Imaging Scanner System:
Includes high performance detector, removable 10mm high resolution and 10mm high sensitivity collimators, built-in automatic sample changer with autotab advance for automated scanning of one 20 x 20 cm plate with up to 20 sample lanes, calibration plate and one-year calibration software license, P-10 gas regulator (some international exceptions), WinScan 3 instrument control software for Windows. Requires PC with Windows OS XP or newer.
Compliant Software
GLP and 21CFR Part 11 compliant radiochromatography data collection and analysis package. The software performs measurement, evaluation, QC and reporting of TLC radiochromatograms. RPLAR utilizes Workflows allowing users to link tasks.
The software is highly customizable with full user administration control and audit trail capability. RPLAR is compatible with PCs using Windows 10 and beyond.
Installation and training for the AR-2000 and software
Installation Qualification and Operational Qualification (IQ/OQ) on AR-2000 and WinScan 3.14 and other software purchased. Includes two week temporary calibration license; to be used for qualification purposes.
*If remote installation option is selected, this service will be performed remotely as well - with the help of the customer/user
36 month service plan with telephone support. All replacement parts costs excluding shipping and customs fees for international sites .All labor charges included with returns for factory repair during the warranty period. Loaner unit available. Includes calibration software site license

While the Lab requests this specific brand name to preserve and maintain the current research (software exclusivity), we encourage all vendors interested as well as distributors and small business concerns who may be re-sellers for these supplies to submit their quotes. The preference would go to higher performance system or a.comparable best-value unit at a competitive price. We would prefer a “made-in-the America” product but will honor the Trade Agreement Act, applying the current percentage markup for foreign vendors under the said agreement, complying with all its clauses and provisions- FAR 52.225-5 and 52-225-6 and others listed below.
Combined Synopsis/solicitation: The proposed contract action is for a request for quotes. All qualified vendors and distributors may identify their interest and capability to respond to the requirement and submit quotations. This notice is a request for competitive quotes and all quotes received within the time and date of publication of this " Notice” will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
HOW TO RESPOND: In order to compete for this project, interested parties must be registered in beta SAM and submit a price quotation by 9:00 am, ET, July 26th, 2022. Offerors should submit one copy of the quote to MOE FILALI via email. Electronic transmissions to Moe.Filali@nih.gov are preferable but must be timely. It is the responsibility of the Offeror to ensure the proposal is received by the date and time shown above.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-22-179 is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2019-05. The North American Industry Classification (NAICS) Code is 334516 However, this solicitation is not set aside for small business.
The offeror must include a completed copy of the provision of FAR Clause 52-225-5 Trade Agreements and 52-225-6 Trade Agreements Certificate; 52.212-3, Offeror Representations and Certifications – Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors – Commercial Items; FAR Clause 52.212-2, Evaluation – Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions – Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items – Deviation for Simplified Acquisitions applies to this acquisition. FAR Clause 52.204-24, Representation Regarding Certain Telecommunication and Video Surveillance Services or Equipment; FAR Clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment; FAR Clause 52.213-4 to reflect the changes in FAC 2019-05 and FAR Clause 52.244-6 to reflect the changes in FAC 2019-05. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
