About this file
This document is an Intent to Award Notice for a new 2-year contract for Acid Precipitation Monitoring to be awarded to Charles Welsh. The contract represents a partnership between the US Geological Survey (USGS) and Charles Welsh to support an acid precipitation monitoring site located on land controlled by the University of Georgia, which Welsh has been granted access to. The USGS is the designated lead agency for this national-scale atmospheric deposition monitoring program, which is accomplished through the National Atmospheric Deposition Program (NADP). The total anticipated period of performance is from the Date of Award through September 9, 2024. Intent to Award Notice – 140G0124Q0285
The US Geological Survey (USGS) has a requirement for a new 2-year contract for ACID
PRECIPITATION Monitoring.
Mr. Welsh has been granted permission from the landowner to access the designated site GA99 in Tift
County in Chula, Georgia. The land is owned by the University of Georgia. The precipitation monitoring equipment operated by Mr. Welsh is located on land controlled by the university. Access to this site, land, and equipment is restricted due to security measures in place by the university. Mr. Welsh is not an employee of the university but has been granted access and permission to access the site to perform the tasks necessary for site operation. Mr. Welsh will receive appropriate training to operate this site. The site is not open and available to the public.
The total anticipated period of performance will be Date of Award – 09/09/2024.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)
The following information is provided to demonstrate the proposed contractor’s unique qualifications:
The NADP is a public, nonprofit, unincorporated, interstate association of parties interested in atmospheric deposition and its effects. It is structured as a cooperative program that represents coordinated efforts of many federal, state, academic, and private organizations, and individuals to operate monitoring sites, report data, and oversee research activities related to atmospheric deposition. Membership in NADP is open to individuals and institutions interested in participating in any aspect of atmospheric deposition monitoring and/or research stemming from NADP data. This organizational structure is consistent with State
Agricultural Experiment Station (SAES) Guidelines for Multi-state Research Activities. The contract the
USGS seeks to award represent partnerships to support sites in the most efficient manner with organizations and individuals that own and control the local site locations. Under the interagency National Acidic
Precipitation Assessment Program established in 1981, the USGS is the designated lead agency for the monitoring of atmospheric deposition and NADP is the operational organization through which the USGS and other participating organizations accomplish this national-scale monitoring in the most efficient and cost-effective manner.
