About this file
This is an Intent to Award Notice for a non-competitive sole-source contract renewal. The US Geological Survey (USGS) intends to award contract 140G0126Q0303 to Mordor Intelligence Pvt Ltd. for a subscription to market research reports covering global mineral commodity markets, including critical minerals such as rare earth elements, antimony, tantalum, zirconium, and battery materials. The contract includes a base year plus two option years, with a total period of performance from September 24, 2026, through September 23, 2027.
The subscription provides access to 10 on-demand custom reports, up to 400 off-the-shelf reports selected from a library of over 19,000 reports, up to 500 analyst hours, and 400 AI "credits" to enable efficient report searching. Reports include a corporate license for internal use only by USGS National Minerals Information Center (NMIC) staff. The USGS justifies sole-source procurement based on Mordor Intelligence's proprietary datasets and analyses, which are not readily available from other sources in the required scope, format, and level of detail. The data supports critical federal priorities regarding critical minerals, domestic mineral production, supply-chain security, energy security, and national security. Interested vendors who believe they can provide similar products meeting these requirements must contact Contract Specialist Patrick Anderson at patrick_anderson@usgs.gov no later than 9:00 AM Eastern Time on Tuesday, September 22, 2026, to submit an affirmative response.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)
The following information is provided to demonstrate the proposed contractor’s unique qualifications:
Mordor Intelligence provides proprietary market research datasets and analyses covering global mineral commodity markets, including critical minerals such as rare earth elements, antimony, tantalum, zirconium, and battery materials. The data is developed through direct industry contacts, analyst research, proprietary modeling, and industry expert consultations and is not readily available from other sources in the required scope, format, and level of detail. This information is essential to the National Minerals Information Center’s mission of assessing domestic and international mineral supply, demand, supply chains, material flows, and market dynamics. The resulting analyses support Department of the Interior and Federal Government priorities concerning critical minerals, domestic mineral production, supply-chain security, energy security, and national security. Based on the proprietary nature of the required datasets and analyses, the required information is not reasonably available from alternative sources; therefore, acquisition from Mordor Intelligence is justified on a sole-source basis.
