Intent to Award Notice – 140G0126Q0245

The US Geological Survey (USGS) has for a new non-competitive, firm fixed price Contract for a one-year subscription to The Project Blue Group Limited to purchase 26 different reports.

Project Blue services are required by the Mineral Commodity Specialists within the Mineral Commodities Section of the National Minerals Information Center to provide center-wide access to comprehensive information on 22 critical mineral commodities. The services provide periodic reports, market intelligence, and data covering a broad range of mineral commodities, with information regularly updated throughout the year to support research, analysis, and mission requirements.

The total anticipated period of performance will be 09/01/2026 – 08/31/2027.

The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to The Project Blue Group Limited unless it is contacted by any vendor who believes they have similar product that can meet the needs of this requirement. Vendors are invited to contact the Contract Specialist, Patrick Anderson via email at patrick_anderson@usgs.gov no later than 09:00 AM Eastern, Monday, August 24, 2026, with an affirmative answer.

The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)

The following information is provided to demonstrate the proposed contractor’s unique qualifications:

Project Blue provides unique, regularly updated market data and comprehensive reports on global production, consumption, trade, processing, technology, and supply chains for critical minerals. This information is not readily available from other sources, particularly for minerals affected by foreign supply restrictions and limited international reporting. Access to this one-year subscription supports the National Minerals Information Center's mission to assess critical mineral supply-chain risks, inform Federal agencies, and provide the mineral supply and demand analysis required by Federal law and national policy. Project Blue's specialized research and consolidated data significantly reduces the time and resources required for NMIC to independently collect comparable information from global sources.
