About this file
This is an Intent to Award and Sole Source Justification document for a federal procurement of atmospheric deposition monitoring station operation services. The USGS Water Mission Area, Observing Systems Division, Hydrologic Networks Branch intends to award a Firm-Fixed-Price sole source purchase order to Mr. Dan Sayler for the operation of NADP/NTN wet atmospheric monitoring station designated site CA50. The contractor will operate a field-located precipitation collection station on a weekly basis as part of the USGS National Trends Network (NTN). Work requirements include weekly site visits to collect, process, and ship precipitation samples; collect, process, and transmit associated data including precipitation gage records; and perform routine instrument checks, maintenance, and repairs as needed.
The Period of Performance consists of a 12-month base period plus four optional 12-month renewal periods. The entire NADP network contracts with the Wisconsin State Laboratory of Hygiene (WSLH), and the site operator will work directly with WSLH key personnel regarding site specifications, maintenance, performance, and operations, with the option to contact USGS directly for assistance as needed. The justification for sole source award cites Mr. Sayler's current involvement in the NADP/NTN Program and his expertise in atmospheric deposition and air quality monitoring and research as the basis for determining he is the only reasonably available source. Interested vendors must submit an affirmative response to the Contracting Officer, Brian Baker, at brian_baker@ios.doi.gov no later than 12:00 PM EST on Wednesday, June 20, 2026.

Intent to Award Language:
The USGS is seeking the procurement of the operation of NADP/NTN wet atmospheric monitoring station designated site CA50. Contractor is to operate a field located precipitation collection station, on a weekly basis, as part of the USGS National Trends Network (NTN).
Period of Performance will be for a 12-month base period, plus four (4) 12-month option periods.
The entire NADP network contracts with the Wisconsin State Laboratory of Hygiene (WSLH), and site operators deal directly with key personnel at WSLH regarding site specifications and maintenance, their performance, site operations, checking of data contained in the Reports Form, arranging for provision of needed replacement parts and when necessary, guidance and training. As appropriate, a WSLH employee or the site operator can contact the USGS directly for assistance or guidance.
The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Mr. Dan Sayler, unless it is contacted by any who believes they can provide the same service. Vendors are invited to contact the Contracting Officer, Brian Baker via email at brian_baker@ios.doi.gov no later than 12:00PM EST, Wednesday, June 20, 2026, with an affirmative answer.
Sole Source Justification States the Following Part:
The USGS, Water Mission Area, Observing Systems Division, Hydrologic Networks Branch requests award of a Firm-Fixed-Price sole source purchase order Mr. Dan Sayler.
The anticipated period of performance is one year from date of award with four one-year option periods thereafter.
The acquisition is to provide atmospheric deposition station operation services for a cooperatively supported station between the USGS, the site owner, and operator in support of the interagency National Atmospheric Deposition Program, National Trends Network (NADP-NTN). Operation of a NADP/NTN wet atmospheric monitoring station. Operation requires weekly site visits to the site to collect, process, and ship the precipitation sample, collect, process and transmit associated data with the site including the precipitation gage record and perform routine instrument checks, maintenance and repairs as needed.
Mr. Dan Sayler is the only source reasonably available to complete the requirement due to current involvement in the NADP/NTN Program and in atmospheric deposition and air quality monitoring and research.
