Intent to Award Notice – 140G0126Q0112

This is an Intent to Award Notice from the US Geological Survey (USGS) announcing the agency's intention to make a sole source contract award to Mr. Kevin Horner for the operation of a NADP/NTN wet atmospheric monitoring station in Renova, Pennsylvania. The contract requires weekly site visits to collect, process, and ship precipitation samples; collect, process, and transmit associated data including precipitation gage records; and perform routine instrument checks, maintenance, and repairs. The scope of work includes 52 trips per 12-month period to a rural and remote location on private land operated by Pennsylvania State University in support of the interagency National Atmospheric Deposition Program, National Trends Network (NADP-NTN).

The USGS justifies the sole source award under FAR 13.1 (Other Than Full and Open Competition) based on Mr. Horner's unique qualifications and existing professional relationship with Pennsylvania State University. Pennsylvania State University restricts access to the site and laboratory to authorized personnel only and will not permit third-party vendors to operate the facility or access their private land and equipment. Mr. Horner is identified as the only known available authorized source qualified to perform the required data collection in this area. Vendors who believe they can provide similar services meeting the requirement's needs are invited to contact Contracting Officer Brian Baker at brian_baker@ios.doi.gov no later than 1:00 PM EDT on Friday, May 1, 2026, with an affirmative response.

Intent to Award Notice – 140G0126Q0112

The US Geological Survey (USGS) has a requirement for the operation of a NADP/NTN wet atmospheric monitoring station. Operation requires weekly site visits to the site to collect process and ship the precipitation sample, collect, process and transmit associated data with the site including the precipitation gage record and perform routine instrument checks, maintenance and repairs as needed.

The Hydrologic Networks Branch requests a sole source contract with Mr. Kevin Horner for a cooperatively supported station between the USGS and the site owner and operator in support of the interagency National Atmospheric Deposition Program, National Trends Network (NADP-NTN).

The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Mr. Kevin Horner unless it is contacted by any vendor who believes they can provide similar services that can meet the needs of this requirement. Vendors are invited to contact the Contracting Officer, Brian Baker via email at brian_baker@ios.doi.gov no later than 1:00 PM EDT, Friday, May 1, 2026 with an affirmative answer.

The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)

The following information is provided to demonstrate the proposed contractor’s unique qualifications:

Mr. Kevin Horner is the only known and available authorized source qualified to collect the required data in the Renova, Pennsylvania area. Due to his ongoing professional relationship with the operating organization, Pennsylvania State University, Mr. Horner has authority to enter and work in analytical and sample processing laboratory located at the operating organization. Pennsylvania State University will not allow a third-party vendor to operate this site or have access to their private land, site or equipment. Mr. Horner is uniquely qualified to continue this work, supporting USGS mission areas by providing the required 52 trips per 12-month period to rural and very remote areas, on private land, and at scientific research areas that are not open to the public.
