About this file
This is an Intent to Award Notice for a sole source contract with Miami University (Ohio) to operate a NADP/NTN wet atmospheric monitoring station.
The U.S. Geological Survey (USGS) requires weekly site visits to collect, process, and ship precipitation samples; collect, process, and transmit associated data including precipitation gage records; and perform routine instrument checks, maintenance, and repairs. The contract is being awarded to Miami University (Ohio) on a sole source basis under FAR 13.1, as no other source is believed capable of meeting the requirement. The justification for sole source procurement centers on Miami University's ownership and control of the private land and restricted research areas where the station operates. The university will not permit third-party vendor access or operation, as the site requires 52 annual trips to rural and remote areas with restricted access limited to Miami University employees only. Equipment essential to site operations, including platforms, electrical power service, access paths, fences, a sample processing field laboratory building, and roads, are owned and controlled by Miami University, while some equipment is USGS-owned. The USGS has no land ownership or site access control. Interested vendors believing they can provide similar services meeting the requirement's needs are invited to contact Contracting Officer Brian Baker at brian_baker@ios.doi.gov no later than 1:00 PM EDT, Friday, May 1, 2026.

Intent to Award Notice – 140G0126Q0106
The US Geological Survey (USGS) has a requirement for the operation of a NADP/NTN wet atmospheric monitoring station. Operation requires weekly site visits to the site to collect process and ship the precipitation sample, collect, process and transmit associated data with the site including the precipitation gage record and perform routine instrument checks, maintenance and repairs as needed.
The Hydrologic Networks Branch requests a sole source contract with Miami University (Ohio) for a cooperatively supported station between the USGS and the site owner and operator in support of the interagency National Atmospheric Deposition Program, National Trends Network (NADP-NTN).
The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Miami University (Ohio) unless it is contacted by any vendor who believes they can provide similar services that can meet the needs of this requirement. Vendors are invited to contact the Contracting Officer, Brian Baker via email at brian_baker@ios.doi.gov no later than 1:00 PM EDT, Friday, May 1, 2026 with an affirmative answer.
The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained.
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)
The following information is provided to demonstrate the proposed contractor’s unique qualifications:
Miami University (Ohio) will not allow a third-party vendor to operate this site or have access to the land, site or equipment. It is the organization’s private land and they will only allow access to a trusted individual who has an existing professional relationship with the organization. Some equipment is owned by the USGS and other equipment essential to operating the site such as platforms, electrical power service, access paths, fences, sample processing field laboratory building and roads at the site is owned by Miami University (Ohio). Supporting this site requires 52 trips per year to this location, in rural and very remote areas on land and at scientific research areas that are not open to the public or open to weekly visits by individuals from other private organizations. In no case does the USGS own the land or have control over site access. The land is owned by the Miami University (Ohio) and these research areas are secured and have restricted access to the Miami University (Ohio) employees only.
