About this file

This is an Intent to Award Notice for a sole source federal contract opportunity (140G0126Q0104) issued by the U.S. Geological Survey (USGS).

The USGS seeks to award a sole source contract to Mr. Mack Smith for the operation and maintenance of a NADP/NTN (National Atmospheric Deposition Program, National Trends Network) wet atmospheric monitoring station located at Auburn University's Sand Mountain Research Center in Alabama (site AL99). The contractor shall conduct weekly site visits to collect, process, and ship precipitation samples; collect, process, and transmit associated site data including precipitation gage records; and perform routine instrument checks, maintenance, and repairs as needed. The USGS justifies the sole source award based on Mr. Smith's unique qualifications, specifically his approved access to the restricted Auburn University research facility where the station is located. Auburn University grants access only to trained and trusted individuals with existing professional relationships, criteria Mr. Smith meets. The site infrastructure—including platforms, electrical power service, access paths, fences, sample processing laboratory building, and roads—is owned by Auburn University, while some equipment is owned by the USGS. Prospective vendors who believe they can provide similar services meeting the requirement are invited to contact Contracting Officer Brian Baker at brian_baker@ios.doi.gov no later than 1:00 PM EDT, Friday, May 1, 2026, with an affirmative response to be considered for award.

Intent to Award Notice – 140G0126Q0104

The US Geological Survey (USGS) has a requirement for the operation of a NADP/NTN wet atmospheric monitoring station. Operation requires weekly site visits to the site to collect process and ship the precipitation sample, collect, process and transmit associated data with the site including the precipitation gage record and perform routine instrument checks, maintenance and repairs as needed.

The Hydrologic Networks Branch requests a sole source contract with the Mr. Mack Smith for a cooperatively supported station between the USGS and the site owner and operator in support of the interagency National Atmospheric Deposition Program, National Trends Network (NADP-NTN).

The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Mr. Mack Smith unless it is contacted by any vendor who believes they can provide similar services that can meet the needs of this requirement. Vendors are invited to contact the Contracting Officer, Brian Baker via email at brian_baker@ios.doi.gov no later than 1:00 PM EDT, Friday, May 1, 2026 with an affirmative answer.

The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)

The following information is provided to demonstrate the proposed contractor’s unique qualifications:

The NADP site AL99 is on land owned by Auburn University, Sand Mountain Research Center and is in a private and restricted access research area. Sand Mountain Research Center indicated that Mr. Mack Smith was approved by the University and Research Station to have access to the site, land, and NADP equipment as the information obtained is in the mutual interest of both the Experiment Station and the USGS. Mr. Smith has an agreement with the University and the training required to access this restricted University-owned research area. Sand Mountain Research Center indicated that the University only grants access to their facility to trained and trusted individuals who have an existing professional relationship with them and Mr. Mack Smith meets these criteria. Some equipment is owned by the USGS and other equipment essential to operating the site such as platforms, electrical power service, access paths, fences, sample processing field laboratory building and roads at the site are owned by Auburn University, Sand Mountain Research Center.
