About this file

This is a Sole Source Justification and Intent to Award notice for atmospheric monitoring station operation services. The U.S. Geological Survey (USGS), Water Mission Area, Observing Systems Division, Hydrologic Networks Branch intends to award a firm-fixed-price purchase order to Alfred University for the operation of a National Atmospheric Deposition Program/National Trends Network (NADP/NTN) wet atmospheric monitoring station designated as site NY01. The contract period consists of a 12-month base period plus four optional 12-month renewal periods.

The scope of work requires weekly site visits to collect, process, and ship precipitation samples; collect, process, and transmit associated data including precipitation gage records; and perform routine instrument checks, maintenance, and repairs. Site operators work directly with Wisconsin State Laboratory of Hygiene (WSLH) personnel regarding site specifications, maintenance, performance, and data verification, with the option to contact USGS directly for additional assistance. The USGS justifies sole source award to Alfred University based on the Chemistry Department's current involvement in the NADP/NTN Program, its established expertise in atmospheric deposition and air quality monitoring research, and the University's ownership of field and analytical equipment housed in a University building that is not available for use by other contractors. Interested vendors may submit an affirmative response to Contracting Officer Brian Baker at brian_baker@ios.doi.gov no later than 12:00 PM EST on Wednesday, April 29, 2026.

Intent to Award Language:

The USGS is seeking the procurement of the operation of NADP/NTN wet atmospheric monitoring station designated site NY01. Contractor is to operate a field located precipitation collection station, on a weekly basis, as part of the USGS National Trends Network (NTN).

Period of Performance will be for a 12-month base period, plus four (4) 12-month option periods.

The entire NADP network contracts with the Wisconsin State Laboratory of Hygiene (WSLH), and site operators deal directly with key personnel at WSLH regarding site specifications and maintenance, their performance, site operations, checking of data contained in the Reports Form, arranging for provision of needed replacement parts and when necessary, guidance and training.

As appropriate, a WSLH employee or the site operator can contact the USGS directly for assistance or guidance.

The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Alfred University, unless it is contacted by any who believes they can provide the same service. Vendors are invited to contact the Contracting Officer, Brian Baker via email at brian_baker@ios.doi.gov no later than 12:00PM EST, Wednesday, April 29, 2026, with an affirmative answer.

Sole Source Justification States the Following Part:

The USGS, Water Mission Area, Observing Systems Division, Hydrologic Networks Branch requests award of a Firm-Fixed-Price sole source purchase order to Alfred University (Alfred).

The anticipated period of performance is one year from date of award with four one-year option periods thereafter.

The acquisition is to provide atmospheric deposition station operation services for a cooperatively supported station between the USGS, the site owner, and operator in support of the interagency National Atmospheric Deposition Program, National Trends Network (NADP-NTN). Operation of a NADP/NTN wet atmospheric monitoring station. Operation requires weekly site visits to the site to collect, process, and ship the precipitation sample, collect, process and transmit associated data with the site including the precipitation gage record and perform routine instrument checks, maintenance and repairs as needed.

The Chemistry Department of Alfred University is the only source reasonably available to complete the requirement due to current involvement in the NADP/NTN Program and in atmospheric deposition and air quality monitoring and research. The analytical laboratory is located in a University building, the field and analytical equipment is owned by the University and is not open to the public for use by other contractors.
