About this file

This is an Intent to Award Notice for a sole source contract issued by the US Geological Survey (USGS) under solicitation DOIGFBO260007. The USGS requires operation of a NADP/NTN wet atmospheric monitoring station, which involves weekly site visits to collect, process, and ship precipitation samples; collect, process, and transmit associated data including precipitation gage records; and perform routine instrument checks, maintenance, and repairs as needed. The Hydrologic Networks Branch intends to award the contract to the University of Vermont for cooperatively supported station operations in support of the interagency National Atmospheric Deposition Program, National Trends Network (NADP-NTN).

The USGS justifies the sole source award under FAR 13.1 based on unique site access constraints. The University of Vermont owns the land and restricts access to University employees only, requiring a trusted individual with an existing professional relationship with the organization to operate the station. While the USGS owns some equipment, the site owner maintains essential infrastructure including platforms, electrical power service, access paths, fences, sample processing field laboratory building, and roads. Vendors who believe they can meet the requirements are invited to contact Contract Specialist Patrick Anderson at patrick_anderson@ios.doi.gov no later than 1:00 PM EDT, Friday, March 27, 2026, with an affirmative response.

Intent to Award Notice – DOIGFBO260007

The US Geological Survey (USGS) has a requirement for the operation of a NADP/NTN wet atmospheric monitoring station. Operation requires weekly site visits to the site to collect process and ship the precipitation sample, collect, process and transmit associated data with the site including the precipitation gage record and perform routine instrument checks, maintenance and repairs as needed.

The Hydrologic Networks Branch requests a sole source contract with the University of Vermont. for a cooperatively supported station between the USGS and the site owner and operator in support of the interagency National Atmospheric Deposition Program, National Trends Network (NADP-NTN).

The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to the University of Vermont unless it is contacted by any vendor who believes they have similar product that can meet the needs of this requirement. Vendors are invited to contact the Contract Specialist, Patrick Anderson via email at patrick_anderson@ios.doi.gov no later than 1:00 PM EDT, Friday, March 27, 2026 with an affirmative answer.

The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)

The following information is provided to demonstrate the proposed contractor’s unique qualifications:

The operating organization will not allow a third-party vendor to operate this site or have access to the land, site or equipment. It is the organization’s private land and they will only allow access to a trusted individual who has an existing professional relationship with the organization. Some equipment is owned by the USGS and other equipment essential to operating the site such as platforms, electrical power service, access paths, fences, sample processing field laboratory building and roads at the site is owned by the operating organization, agency, or individual.

In no case does the USGS own the land or have control over site access. The land is owned by the University of Vermont, and these research areas are secured and have restricted access to the University of Vermont employees only.
