This document is an Intent to Award Notice for Solicitation Number 140G0124Q0276 related to providing technical support and training for processing 3DEP lidar point clouds in a cloud infrastructure using open-source formats and software.

The U.S. Geological Survey (USGS) intends to award a contract to Hobu, Inc. to perform geospatial services, including training, for better enabling 3DEP lidar data in an open-source environment. Hobu, Inc. is the creator, developer, and primary support organization for the open-source software and formats critical to the USGS's data processing and publishing workflows, including PDAL, COPC, Entwine, plas.io, EPT Tools, and libLAS. Intent to Award Notice – 140G0124Q0276

The US Geological Survey (USGS) has a requirement for technical support related to processing 3DEP lidar point clouds in a cloud infrastructure using open-source formats and software.

The 3D Elevation Program (3DEP) has a need for technical support and training of staff on processing

3DEP lidar point clouds in a cloud infrastructure using open-source formats and software. A strategic goal of 3DEP is to enable easier use of our lidar data, which includes the transition to a new cloud-optimized point cloud format (COPC) for visualization, processing and analyses utilizing open-source formats and software- a requirement of the Geospatial Data Act. The National Geospatial Program (NGP) would like to contract Hobu, Inc to perform geospatial services, including training, for better enabling 3DEP data in an open-source environment.

The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Hobu Inc. unless it is contacted by any vendor who believes they have similar product that can meet the needs of this requirement. Vendors are invited to contact the Contract Specialist, Patrick Anderson via email at panderson@usgs.gov no later than 1:00 PM EDT, Friday, August 28, 2024, with an affirmative answer.

The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting

Officer attests all appropriate signatures have been obtained.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)

The following information is provided to demonstrate the proposed contractor’s unique qualifications:

Hobu, Inc. is the only known vendor who can perform the required geospatial services, including training, for better enabling 3DEP data in an open-source environment. Hobu, Inc are the creators, developers and primary support organization for the open-source software which are critical to the day-to-day data processing and publishing workflows that NGP already uses, including:

• PDAL -- Point Data Abstraction Library

• COPC -- Cloud Optimized Point Cloud

• Entwine -- Entwine

• plas.io -- WebGL point cloud rendering

• EPT Tools -- EPT tools

• libLAS -- ASPRS LAS read/write

Hobu Inc. are the creators, developers, and primary support organization for all of those formats and workflows listed. There are other users of these formats and workflows, but Hobu Inc. are the only ones who offer connecting all these things together and make them interoperable with the COPC file format.
