About this file

This document is an Intent to Award Notice for a requirement to upgrade Leica large format film scanners used by the U.S. Geological Survey (USGS) Center for Earth Resources Observation and Science (EROS).

The USGS has a requirement to upgrade their proprietary Leica DSW700 large format film scanners, which are used for archival scanning of declassified satellite photography and customer scanning requests. The upgrades include upgrading the current V16 scanners to V29 models, upgrading/installing three systems with the Ebox2 to be compatible with Microsoft OS11, and upgrading two computer systems. Leica Geosystems/Hexagon is the sole manufacturer and maintenance vendor for these scanners, and USGS intends to make a sole-source award to them unless another vendor can demonstrate they can meet the requirement. The total anticipated period of performance is from date of award through July 1, 2024. Vendors have until June 27, 2024 to contact the Contract Specialist if they believe they can provide an alternative solution.

Intent to Award Notice – 140G0123Q0194

The US Geological Survey (USGS) has a requirement for an UPGRADE of LEICA LARGE FORMAT

FILM SCANNERS.

Leica Geosystems / Hexagon is the proprietary manufacturer of the Leica DSW700 large format film scanners. These proprietary scanners are used by USGS EROS for declassified Satellite Photography I and

II archival scanning at 7 micron; as well as for customer scanning order requests (On-Demand) at a higher resolution than is provided by the Phoenix V (an in-house custom scanner) high volume scanning systems;

and the scanning of all the Bureau of Land Management (BLM) film for their digital archive.

A few of these scanners need upgrades to keep current with USGS security requirements and

Leica\Hexagon being the sole manufacturer and maintenance vendor for the scanners requires that we go through them for the upgrades so that the hardware will work with their system and is setup correctly.

Competition does not currently exist in the reseller market.

The total anticipated period of performance will be Date of Award – 07/01/2024.

The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Leica Geosystems / Hexagon, unless it is contacted by any vendor who believes they have can provide a service that can meet the needs of this requirement. Vendors are invited to contact the Contract Specialist, Tricia Rampersad via email at trampersad@usgs.gov no later than 1:00 PM EDT, Thursday, June 27, 2024, with an affirmative answer.

The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting

Officer attests all appropriate signatures have been obtained.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)

The following information is provided to demonstrate the proposed contractor’s unique qualifications:

The United States Geological Survey (USGS) Center for Earth Resources Observation and Science (EROS), Sioux Falls, SD, Data Management and Information Delivery (DMID) Project has a requirement to upgrade their proprietary Leica large format film scanners. The upgrades needed are as follows:

• Upgrade the current V16 to a V29

• Upgrade / install three of the systems with the Ebox2 to make them compatible with

Microsoft OS11 operating software

• Upgrade two of the computer systems that were previously identified as to having to be replaced

Due to security requirements, the scanner requires an upgrade so the computer systems and software associated with the scanner can be upgraded. Leica\Hexagon being the sole manufacturer and maintenance vendor for the scanners requires that we go through them for the upgrades. As a result, maintenance to the scanner is limited to the manufacturer Leica/Hexagon as no authorized resellers exist.

The statutory authority for this sole source acquisition is in accordance with FAR 13.106-1(b)(1) – only one source reasonably available (proprietary equipment and software). USGS believes that Leica Geosystems, Inc. is the only source available with the authority to perform maintenance on their proprietary equipment.
