Intent to Award Notice – 140G0123Q0169

The US Geological Survey (USGS) has a requirement for a new 5-year contract for RENTAL AND USE

OF AT&T 10G Point to Point (P2P) CIRCUIT used to connect Menlo Park to Moffett Field’s network.

The Department of the Interior (DOI), United States Geological Survey (USGS), Office of the Associate

Chief Information Officer (ACIO), Menlo Park, CA, in support of the Menlo Park, CA and Moffett Field, CA campuses, and the Menlo to Moffett move, has a requirement to have continued network connectivity for the Menlo Park campus. Network connectivity is provided by an existing 10G AT&T circuit, which connects the Menlo campus to the Moffett campus and then uses a Moffett circuit to connect to the WAN and Internet. This purchase request is for continued use of the existing 10G AT&T circuit between Menlo

Park and Moffett Field campuses without causing any disruption in service.

The total anticipated period of performance will be Date of Award – 06/01/2023.

The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to AT&T unless it is contacted by any vendor who believes they have can provide a service that can meet the needs of this requirement. Vendors are invited to contact the Contract Specialist, Tricia Rampersad via email at trampersad@usgs.gov no later than 1:00 PM EDT, Tuesday, May 16, 2023, with an affirmative answer.

The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting

Officer attests all appropriate signatures have been obtained.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)

The following information is provided to demonstrate the proposed contractor’s unique qualifications:

The office of the Associate Chief Information Officer (ACIO), Enterprise Infrastructure (EI), Telecom

Services needs to continue using the existing 10G AT&T circuit that connects the Menlo Park campus to the

Moffett network. The circuit has been crucial in the ongoing USGS Menlo to Moffett move. USGS is in the process of moving to Moffett Field and this circuit has provided critical connectivity between sites. It will continue to provide important layer 2 connectivity to extend Menlo networks to Moffett as USGS science centers continue to move their critical systems to Moffett Field.

The existing circuit provides connectivity to all of Menlo Park, which was provided by the Menlo TIC.

However, the connectivity moved along with the Menlo Trusted Internet Connection (TIC) in February

2023. Switching to a different carrier will cause disruption of service to the Menlo campus while the new carrier installs their equipment, circuit, and conduct integrity testing at both Menlo and Moffett locations, which could take months to complete. Having any type of outage will result in loss of phone services and could cause data loss. There are important Earthquake and Volcano Science Center systems in Menlo that continually receive data from field equipment. After attempts to get competition among AT&T resellers, it was found that none are available among whom competition can be obtained. This satisfies FAR 13.106-
