DESCRIPTION: The National Institutes of Health - NIDDK intends to purchase MedTabs Touchscreen Systems to use for research purposes in their offices in Arizona. National Institute of Diabetes and Digestive and Kidney Diseases Phoenix branch is opening a new patient research facility and will need devices to communicate with the existing telehealth systems, as well as provide in-house entertainment to participants during their visit.

These devices serve a dual role as in patient entertainment devices, (TV, games, entertainment) and also display health-related content, assist with administering telehealth as well as allowing patients to respond to surveys that are administered during their visits.

Vendor will arrive on site and inventory products, work with facility to identify work areas each day, Connect to signal and scan TVs install TVs provided set up TVs for Genio test for functionality power outlets must be close enough to reach with TV cord cable management TV boxes and trash to be discarded onsite Set up 4 mobile medtab carts and hang 15 TVs on mounts that are to be installed by contractor.

The medTAB systems will be used to support telehealth services, display patient education content, and facilitate patient engagement through electronic surveys and questionnaires. Additionally, they will provide in-room entertainment for inpatients, improving the overall patient experience during their stay.

These devices are currently in use at the NIH Clinical Center in Bethesda, where they support in-room patient care workflows. While not directly integrated with CRIS, they are used in environments where CRIS is the primary clinical system. The medTAB's hospital-grade construction, Android OS with app lockdown, UL/IEC 60601-1 certification, and capacity to deliver patient-facing applications such as surveys, video content, and telehealth make it uniquely suited to NIH research and clinical workflows. Its proven adoption within NIH makes it a natural fit for the new facility in Phoenix, AZ. According to the program “Based on internal research and consultation with IT and clinical stakeholders, no other known product was identified that offers the combination of critical features required—namely, Android OS lockdown, hospital-grade safety certifications, and integrated patient education and entertainment functionality in a single, commercially available device.

This assessment was guided by the NIH Clinical Center in Bethesda, which has vetted and adopted the PDi Communications Systems medTAB platform. This facility operates under research and clinical standards that are directly comparable to Phoenix branch.

The medTAB platform is currently deployed in numerous Department of Veterans Affairs hospitals, as well as prestigious private healthcare systems such as Cleveland Clinic, Emory Healthcare, and Duke Health. Its adoption by these leading institutions further validates the system's suitability for Phoenix Branch’s clinical and research needs.

Using the same platform as the NIH Clinical Center also provides operational efficiencies. Phoenix Branch can collaborate directly with experienced staff for technical escalations, reducing internal support burden and lowering the total cost of ownership…To our knowledge, no other vendor offers a product that meets all these safety criteria, technical, and integration requirements in a hospital-compliant form factor…”

The equipment was first provided and installed by PDI Communication Systems and to be compatible with the new equipment, the program has advised to use the same vendor so that they can coordinate all equipment and coordinate the networks and synch all info between the NIH Clinical Center and the new Phoenix facility.

This requirement was also posted by NICHD OA to NITAAC since it is mostly IT-related equipment and services (RFQ # CS-121445) and we received only one quote at a much higher price which the program cannot afford as they ran out of funds during this yearend. As such, we intend to post this Notice of Intent and award to the original vendor due to the reasons stated above.
