About this file

The document is a Request for Information (RFI) from the FBI seeking License Plate Reader (LPR) data tools and services. The FBI is looking to acquire LPR data from publicly or commercially available sources, including potentially law enforcement and government camera networks, without establishing its own camera infrastructure. Key requirements include configurable data retention options, cloud-based storage meeting minimum security standards, and a flexible licensing model with tiered pricing for different user count ranges (1-5 to 500+ licenses).

The RFI specifically seeks LPR data outside of Bureau-owned properties, with vendors expected to explain their existing LPR network and associated hardware. The FBI is interested in API access and platform capabilities, and may request vendor demonstrations. The solicitation does not mandate a specific cloud service provider, instead focusing on meeting security requirements. Vendors are asked to provide pricing structures for both user-based access and API queries, with the goal of understanding available LPR data solutions that can support FBI investigative needs.

As part of this RFI, the FBI is not looking to establish its own LPR network or purchase LPR related hardware.
Does the Bureau have a cloud service provider preference – such as AWS or Azure? The FBI does not have a cloud service provider preference for LPR data at this time. The cloud service should meet, at a miminum, the security requirments mentioned in the RFI.
Can the FBI clarify the required data retention and purging standards for LPR and associated metadata?
