About this file
This is a Request for Information (RFI) issued by the Federal Bureau of Investigation's Criminal Justice Information Services (CJIS) Division, headquartered in Clarksburg, West Virginia, for market research on Near Infrared (NIR) iris cameras capable of dual iris capture. The RFI seeks information on two primary device types: NIR camera devices for stationary dual iris biometric collection and mobile iris biometric collection systems. All proposed systems must support interchange of iris biometric images between government entities, conform to standards ensuring compatibility and interoperability with other biometric recognition systems, integrate with existing live scan terminals, and comply with FBI Electronic Biometric Transmission Specification (EBTS) standards. The cameras must capture both right and left irises and accommodate missing or uncapturable irises due to injury or other conditions.
Interested vendors must submit capability packages by 6:00 p.m. Eastern Standard Time on March 31, 2026, via email to lasmith4@fbi.gov. Responses should not exceed 20 pages, formatted in Word, Excel, or searchable PDF with 12-point Times New Roman font and one-inch margins. Required submission information includes company name and business size, evidence of technical ability and relevant experience, GSA Schedule status and SIN if applicable, DUNS number, CAGE code, applicable NAICS codes, and facility clearance information if applicable. Vendors should also provide pricing information for products, licensing, operating software, and ancillary costs marked as proprietary; however, this pricing is for market research purposes only and carries no payment obligation or commitment from the FBI. The government explicitly states this RFI is not a solicitation, request for proposal, or commitment to award a contract, and all response costs are the sole responsibility of vendors with no reimbursement from the FBI.

INTRODUCTION
The United States Department of Justice, Federal Bureau of Investigation (FBI), Criminal Justice Information Services (CJIS) Division headquartered in Clarksburg, West Virginia, is conducting market research on near infrared (NIR) iris cameras capable of dual iris capture.
BACKGROUND
Title 28 of United States Code section 534 authorizes the FBI to collect and preserve identification information such as biometrics for criminal justice purposes. The mission of the FBI’s CJIS Division is to equip our partners with operational intelligence and criminal justice information, including biometrics, they need to protect the United States while preserving civil liberties. In accordance with this authority and in support of its mission, the CJIS Division manages its Next Generation Identification (NGI) System, enabling the FBI and its partners to leverage biometrics in ways never before available.
Deployed as a part of the NGI System in 2020, the NGI Iris Service currently houses iris biometric images submitted by partner federal, state, local, and tribal criminal justice agencies. These partner agencies submit Electronic Biometric Transmission Specification (EBTS) Type-17 Records to the CJIS Division containing the iris biometric image data. The NIR camera devices used to capture these images include the left and right eye for a total of two Type-17 Records. To remain cognizant of state-of-the-art capture equipment within the biometrics industry and to ensure our partner agencies have access to the most advanced technology available to keep American communities safe, the CJIS Division is conducting market research on NIR iris camera devices capable of capturing the iris biometric.
OBJECTIVE
As stated above, to stay apprised of advances in the biometrics industry, the CJIS Division is currently conducting market research on NIR iris cameras capable of dual iris capture. The CJIS Division is interested in the following types of devices; (1) NIR camera devices for dual iris biometric collection and (2) NIR iris camera devices and systems capable of mobile iris biometric collection. All NIR iris camera systems need to support the interchange of iris biometric images between government entities. The most important considerations for all NIR iris cameras revolve around conformance to standards that ensure compatibility/interoperability with other biometric recognition systems and retention of imagery in standard formats to enable future system improvements. The NIR iris cameras must be able to integrate to an existing live scan terminal that utilizes software which captures data and packages it in a transaction that conforms to the current FBI EBTS. The NIR camera should have the capability to perform dual iris capture of right and left irises as well as provide the capability to accommodate (missing) and uncapturable (bandaged eyes) irises.
Iris recognition technology has become more commercialized in recent years and the FBI would like to have a better understanding of which companies are actively part of this industry. Responses to this RFI may be used to formulate final requirements and/or to identify qualified vendors capable of meeting those requirements. The information gathered may be used to formulate acquisition strategies for competitive solicitations.
